Objectives
Support the identification, prioritisation and territorial delimitation of Renewable Energy Acceleration Areas (ZAER) in
Portugal, under the topic "Energy - Renewables and market‘, in the context of the implementation of European
Regulation 2022/2577 and the PNEC , in particular the new measure ’3.4.4 — Develop and Implement the Sectoral
Programme for Acceleration Areas for Renewables".
Cross-reference the renewable production potential, the evolution of demand, and the technical and territorial
constraints, bearing in mind the definition of high-demand areas and the storage strategy, in order to establish a
regional order of merit for typical technologies for the installation of electricity production projects from renewable
sources, with a focus on solar PV and onshore wind energy.

Work Plan
1. Scenario analysis of renewable electricity demand, taking into account the location and nature of this demand,
developments in energy storage technologies, flexibility markets, self-consumption, renewable energy communities,
high-demand areas and other active demand management tools.
2. Assessment of the compatibility between renewable production and other uses and functions of the territory, in order
to ensure sustainable development and territorial integration of ZAERs (based on the results of other sectoral studies).
3. Regional prioritisation of AAERs, by cross-referencing the supply potential by renewable technology and demand
scenarios, resulting in an order of merit that can guide licensing and the setting of production targets in ZAERs.

Duration: 5 months
