INTERNATIONAL CALL TO HIRE ONE POST-DOCTORAL RESEARCHER UNDER DECREE-LAW NR 57/2016 DATED AUGUST 29, WITH THE AMENDMENTS INTRODUCED BY LAW NR 57/2017 DATED JULY 19 AND COMPLEMENTARY LEGISLATION
1. – Upon proposal by the Scientific Council in a meeting held on March 28, 2025, and following approval by the President of the Instituto Superior de Agronomia (ISA) of the Universidade de Lisboa, granted under delegated powers from the Rector of the Universidade de Lisboa, through Order no. 8114/2024, dated July 22, it was decided to open an international selection call for one position of PhD researcher to carry out scientific research activities in the fields of Geophysics, Technological Physics, Data Science, Environmental Engineering, Forestry and Natural Resources Engineering, or related scientific areas, under a fixed-term public employment contract. This hiring aims to support research activities within the scope of the Scientific Research and Technological Development project named SIRENE – Satellite Information for Resilience Monitoring and Early Warning of Ecosystem Tipping Points, reference ESA-EOP-SC-SM-2024-01, funded by the European Space Agency – ESA Climate Space Programme. The main objective of this research work is to identify and analyze long-term databases with field-based ecological observations (e.g., dendrochronology, eddy-covariance data) and integrate them with other data sources such as climate and GIS-based data, in order to assess ecosystem resilience and detect early warning signs of ecosystem tipping points. The work will include a thorough literature review as well as the preparation of scientific articles related to the research developed, including reviews on ecological resilience concepts. The activities will be carried out under a fixed-term public employment contract, aimed at executing tasks within the projects of the Forest Research Centre (Centro de Estudos Florestais) at the Instituto Superior de Agronomia, Universidade de Lisboa.
- 2. – Applicable legislation:
- 3. Decree-law nº 57/2016 of August 29, which established a hiring regime for PhD holders aimed at promoting scientific and technological employment across all fields of knowledge (RJEC-Legal Regime for Scientific Employment), as amended by Law no. 57/2017, of July 19, and also consideration the provisions of Regulatory Decree no. 11-A/2017, of December 29.
4. General Law on Public Employment (LTFP), approved as an annex to Law no. 35/2014, of June 20, in its current version, and Ordinance no. 233/2022, which regulates the procedure for recruitment competitions, published in the Diário da República, 1ª series, n.° 175, of September 9.
- 5. – Under the terms of Article 16 of Decree-Law no. 57/2016, of August 29, this recruitment procedure is exempt from the authorization of the Government members responsible for the areas of finance and public administration, specifically the authorization referred to in paragraph 3 of Article 7 of Law no. 35/2014, of June 20; the prior favorable opinion of the Government members responsible for finance and public administration, as referred to in paragraph 5 of Article 30 of the LTFP (General Law on Public Employment); and the Professional Valorization Scheme for Workers with a Public Employment Contract, provided for in Law no. 25/2017, published in the Diário da República, no. 104/2017, Series I, of May 30.
- 4. – In accordance with Article 13 of the RJEC, the selection committee is composed as follows: President: Maria da Conceição Brálio de Brito Caldeira, Associate Professor (ISA); Members: José Miguel Oliveira Cardoso Pereira, Full Professor (ISA), Ana Cristina Machado Russo, Assistant Professor (ISA); Alternates: João Manuel das Neves Silva, Assistant Professor (ISA) and Manuel Lameiras de Figueiredo Campagnolo, Associate Professor with Habilitation (ISA).
- 5. – The workplace is located at the Instituto Superior de Agronomia, Tapada da Ajuda, 1349-017, Lisboa, Portugal.
6 - The gross monthly remuneration to be awarded is that provided for in point a) of paragraph 1 of Article 15 of Decree-Law no. 57/2016, of August 29, as amended by Law no. 57/2017, of July 19. The initial salary level to be applied is level 33 of the Single Remuneration Table, approved by Ordinance no. 1553-C/2008, of December 31, corresponding to €2,351.53.
7- The employment relationship is a fixed-term public employment contract for a period of three years, in accordance with the provisions of Decree-Law no. 57/2016, of August 29, as amended by Law no. 57/2017, of July 19.
8 - Job Description:
The position to be filled involves the execution of the following tasks:
a) Survey, selection, and critical analysis of long-term ecological databases (open source);
b) Integration of ecological data with climate and spatial (GIS) data;
c) Application of metrics and methods to assess ecosystem resilience and to identify potential early warning signs of ecosystem tipping points;
d) In-depth literature review on concepts and approaches related to ecological resilience;
e) Writing of scientific articles related to the results obtained and the state-of-the-art review;
f) Participation in team meetings and discussion of results within the scope of the international project;
g) Support for tasks associated with the effective implementation of the project.
9 – The competition is open to national, foreign, and stateless candidates who hold a PhD degree in a field of knowledge or specialization that covers the scientific areas of Geophysics, Technological Physics, Data Science, Environmental Engineering, Forestry and Natural Resources Engineering, or related scientific areas. It is also open to those who, under the terms of Decree-Law no. 66/2018, of August 16, as amended by Decree-Law no. 86/2023, of October 10, have been granted equivalence or recognition of the PhD degree and also possess a scientific and professional curriculum that demonstrates a profile suitable for the activities to be developed. The equivalence, recognition, or registration of the PhD degree must be obtained by the application deadline.
10 - The general admission requirements for the competition are those defined in Article 17 of the LTFP, and the specific requirements are those outlined in the previous point.
11. Submission of Applications:
11.1 Applications must be submitted exclusively by electronic means, through a completed and signed application form, available at the following link:

The application must be addressed to the President of the Instituto Superior de Agronomia, and must include the reference number of this notice, full name, ID card or citizen card number and validity, or civil identification number, tax identification number, date and place of birth, profession, residence, and contact information, including email address and phone number.
11.2 In the application form, the candidate must indicate their consent for communications and notifications related to this recruitment procedure to be carried out via email, using the email address provided in the applicatio
11.3 The application must be accompanied by documents proving the conditions outlined in points 9 and 10 for admission to this competition, specifically:
i) A copy of the PhD certificate or diploma;
ii) The PhD thesis or equivalent document(s) that served as the basis for awarding the degree;
iii) A detailed curriculum vitae, listing scientific work and including: research activities, professional training and experience, community service, and organized according to the criteria outlined in points 16 and 18. The candidate must highlight the works they consider most relevant for each of those points, including digital copies of those works;
iv) Other relevant documents for assessing qualifications in a related scientific field (if applicable);
v) Any other documents the candidate considers relevant to the evaluation of their application.
11.4 Candidates must send the documents referred to in 11.1 and 11.3, in PDF format, to the email address nrh.concursos@isa.ulisboa.pt, with the email sent by the last day of the application period, which is 10 working days after the publication of this Notice in the Diário da República, the Public Employment Portal, and the websites of the contracting institution and the FCT, I.P., in both Portuguese and English. If a candidate is unable or technically restricted from submitting any of the documents by email, they may submit them in physical format, provided it is done by the same deadline, either by registered mail with return receipt to the postal address of the Instituto Superior de Agronomia, Tapada da Ajuda, 1349-017 Lisbon, or in person at the same address, between 10:00–12:30 and 14:00–16:30. If the candidate’s justification for submitting documents only in physical format is not accepted by the Chair of the Jury, the candidate will be granted a 5 working day period to also provide the documents in digital format.
11.5 Applications and documents may be submitted in Portuguese or English. However, if the Jury includes a member who is not proficient in Portuguese, the Chair may require the candidate to provide an English translation of any document originally submitted in Portuguese, within a reasonable time frame.
12. By decision of the President of the Instituto Superior de Agronomia, candidates who do not comply with the requirements in points 9 and 11 will not be admitted to the competition. Candidates will be immediately excluded if they do not use the official application form, or fail to submit all documents listed under items i) to iii) of point 11.3, or submit documents that are illegible, incorrectly filled out, or invalid. The President of the Jury may also request additional documentation from any candidate, in case of doubt, to verify the validity of any declarations made.
13. False statements made by candidates will be punished under the law.
14. Approval on Absolute Merit:
14.1 The Jury will decide on the approval or rejection on absolute merit through justified nominal voting, with no abstentions allowed.
14.2 A candidate is considered approved on absolute merit if they receive a favorable vote from more than half of the voting Jury members.
14.3 Candidates will be approved on absolute merit if they have a scientific and academic track record relevant to the scientific area(s) of the competition, and considering their alignment with the additional evaluation criteria outlined in point 18.
15. In accordance with Article 5 of the RJEC, the selection is based on the evaluation of the scientific and academic track record of the candidates.
16. The evaluation of the scientific and curricular background focuses on the relevance, quality, and timeliness of:
a) The scientific and technical work carried out in the last five years, considered most relevant by the candidate;
b) The scientific and technological competencies considered most relevant by the candidate, relating to the last five years.
17. The five-year period mentioned above may be extended by the Jury, at the candidate's request, if justified and documented, for socially protected reasons such as parental leave, prolonged serious illness, or other legally recognized circumstances that rendered the candidate temporarily unavailable for work.
18. The evaluation criteria gives particular emphasis to the curriculum vitae and the most relevant contributions from the last five years, as selected by the candidate:
18.1 Scientific and technical work quality (A1) – Weight: 60%
i) Scientific publications: books, book chapters, journal articles, and conference papers, assessed by scientific/technological quality, innovation, diversity, multidisciplinarity, and international collaboration;
ii) Relevance of selected works, especially regarding their contribution to advancing the scientific area of the position;
iii) Coordination or participation in competitively funded research projects, considering scope, technological level, innovation, and diversity;
iv) International recognition, including awards, editorial roles, peer review activities, and participation in program committees.
18.2 Scientific and technological competencies (A4) – Weight: 40%
i) Experience with current and innovative methodologies for processing long-term data, including the integration of climate and spatial data, such as machine learning, artificial intelligence;
ii) Experience in Python, R, or similar tools;
iii) Experience in cloud-based data processing;
iv) Proficiency in English.
19. The Jury may decide to select candidates approved on absolute merit, with a score above 50%, to participate in an interview, which must be conducted in English. The interview is intended exclusively to clarify aspects related to the candidates' research results, after which the Jury members should encourage an open discussion on the content and innovative nature of the research (B).
20. The Jury may, when deemed necessary, request additional documentation to verify candidates' claims relevant to their evaluation.
21. Candidate Evaluation and Ranking:
21.1 Each Jury member will score each candidate on the evaluation criteria on a scale from 0 to 100%, and rank candidates based on their final score, calculated using: A = 0.60 (A1) + 0.40 (A2). If interviews are conducted as per point 19, the final score (C) will be calculated as: C = 0.90 A + 0.10 B. The final classification of each candidate is the arithmetic average of the scores given by all Jury members. In the case of a tie, the President of the Jury has the deciding vote.
21.2 The candidates are ranked using the successive voting method described in paragraph 3 and following of Article 20 of the General Regulation on Competitions of ULisboa, published by Order no. 2307/2015, of March 5.
21.3 The Jury makes decisions by absolute majority, with no abstentions allowed.
21.4 The final classification of each candidate is based on their ranking resulting from the method in point 21.1.
21.5 Candidates scoring below 50% are not approved.
22. Minutes will be taken at all Jury meetings, including summaries of proceedings and votes cast with justifications, and will be made available to candidates upon request.
23. The final decision of the Jury will be ratified by the President of ISA, who will also be responsible for signing the respective contract, by delegation of authority from the Rector of the University of Lisbon, under Order no. 8114/2024, dated July 22.
24. The list of admitted and excluded candidates, as well as the final ranking, will be posted at the Instituto Superior de Agronomia (Tapada da Ajuda, 1349-017 Lisbon), and published on the ISA website. Candidates will also be notified by email with delivery receipt, in accordance with Articles 110 to 114 of the Administrative Procedure Code.
25. Right to a Hearing and Final Decision Deadline. Once notified, candidates have 10 working days to respond. Final decisions will be issued within 90 days from the application deadline.
26. This competition is intended exclusively to fill the announced vacancy(ies) and may be terminated at any time before final ratification, expiring once the position(s) are filled.
27.
