Notice is hereby given that, by Order of the Rector of 06/01/2025, and following the appointment of a Jury, published by Notice no. 4176/2025/2, of 12th February, in Diário da República, 2nd series, no. 30, an international selection procedure is open for a period of 30 working days, counting from the working day immediately following the publication of this notice in the Diário da República, to fill a position in the Scientific Research Career, in the category of Assistant Researcher, in the form of a permanent contract, for the scientific area of Earth and Related Environmental Sciences, sub-area Natural Resources and Sustainability, within the disciplinary area of Earth and Environmental Sciences, sub-area of Environmental Management and Assessment at the University of Trás-os-Montes and Alto Douro (UTAD), in accordance with the Statute of the Scientific Research Career (ECIC), in its current wording, by Law no. 35/2014, of 20 June.no.35/2014 - General Law on Public Employment and other applicable legislation and regulations. 

This selection procedure is open within the scope of the Institutional Support Programme Contract – FCT TENURE 1st edition, celebrated between the Foundation for Science and Technology, IP and UTAD, and the funding line to support the permanent employment of doctoral graduates in scientific research (OE 2024 additional funding programme to stimulate the employment of researchers), taking into consideration the application submitted by UTAD to the FCT-Tenure 1st Edition Call, for the position with the reference 2023.14612.TENURE.015.

The researcher, once contracted, will be an integrated member of the CITAB Research Unit - Centre for the Research and Technology of Agro-Environmental and Biological Sciences, and will be expected to carry out his or her research and teaching activities in accordance with the strategic objectives of the aforementioned Research Unit, with a 4-hour per week teaching commitment limit.


Authorisation order from the Rector 

This competition was opened by order of the Rector of UTAD of 06/01/2025, issued after confirming that there is adequate budgetary funding and that the position to be filled is foreseen, duly characterised and not occupied in the University's staff map, and that the holder must carry out all the duties attributed to an Assistant Researcher at UTAD, as defined, in particular, in article 5(1) of the ECIC. 

 

- Place of work and remuneration:

I.1 - Place of work: premises of the University of Trás-os-Montes and Alto Douro, at the Centre for the Research and Technology of Agro-Environmental and Biological Sciences (CITAB).

I.2 - Remuneration: €3,501.29, corresponding to the level and index set out in the table in Annex 3 to Decree-Law no. 408/89 of 18 November, as amended.


II - Functional content:

The functional content is that stipulated in Article 5, point no. 1, of the ECIC.

III - Admission requirements 

III.1 - General requirements: to be, on the closing date for applications, 18 years of age or older; not to be disqualified from exercising public functions or barred from exercising the public functions they intend to perform; to have the physical strength and mental profile indispensable for the performance of the duties and to have complied with the compulsory vaccination laws.

III.2 - Fulfil, on the closing date for the submission of applications, the special admission requirements set out in Article 10, point no 1, of the ECIC:

III.3 - If the doctorate was awarded by a foreign educational institution, it must comply with the provisions of Decree-Law no. 66/2018, of 16 August, and the formalities set out therein must be fulfilled by the application deadline.


IV - Formalisation of candidacies: 

IV.1 - Application procedure: candidates must access and register on the electronic platform http://careers.utad.pt to submit their application, selecting the competition they wish to apply for. 

Applications must be submitted exclusively in digital format, in portable document format (pdf), with the exception of the documents mentioned in points IV.2.4. and IV.2.6., which can be submitted in other digital formats.

When formalising the application, if it contains a classified document that reveals a commercial or industrial secret, or a secret relating to literary, artistic or scientific property, the candidate must expressly indicate this reservation, failing which the work in question will be freely accessible to any of the other candidates when they consult the file.

IV.2 - Documents to be submitted:

IV.2.1 - Curriculum Vitae, duly dated and signed.

The Curriculum Vitae should begin with a narrative synopsis of no more than 10,000 characters (including spaces), describing the contributions and impact of the activities performed in the scientific sub-area of the competition. Afterwards, it must contain the information needed to assess the application and must be organised in accordance with the order and designations of each element and assessment criterion listed in point V (Quality of scientific and technical work, Professional experience and training, Contributions to scientific supervision and participation in teaching activities, Participation in management bodies and Provision of Services to the community). It must explicitly include the ‘Scopus Author ID’, which enables the list of publications to be identified, the number of respective citations and the H-index according to the Scopus or Clarivate Analytics Web of Science source; in order to respond separately to each of the criteria set out in point V and its sub-points. Failure to comply with this documentary organisation may result in the exclusion of the candidate. The assessment will also consider qualitative references and the impact of the scientific career, and will not be based exclusively on metrics.

IV.2.2 - Copy of the qualification certificates.

Applicants who are selected for the position(s) to be filled and hold a doctoral degree obtained abroad must present the recognition or registration (as applicable) of their degree at the time of signing the contract, under the terms of Decree-Law no. 66/2018, of 16 August, under penalty of exclusion. 

IV.2.3 - A separate copy of the 5 works/papers that the candidate considers to best represent his/her most significant contributions to the advancement of knowledge in the scientific area for which the competition is open, and the reasons for the selection must be justified in a separate document.

IV.2.4 - Copy of the works/papers mentioned in the Curriculum Vitae.

IV.2.5 - Scientific development project for the next 5 years, with a limit of 10,000 words, relating to the lines of research in the scientific area for which the competition is open, to which the candidate proposes to dedicate him/herself at UTAD, anchored in previous experience resulting from a fixed-term contract or scholarship, such as a doctorate, in an institution of the National Science and Technology System, complying with the following requirements: presentation of a funding plan (grant applications), presentation of the main problems to which he/she intends to devote his/her future research, contextualising them within the current state of the art in these areas; systematised and succinct description of the research strategies that the candidate proposes to adopt in order to develop his/her research and solve or contribute to solving the problems he/she has listed; explanation of the reasons and motivations for his/her choices. The scientific project should be duly framed within the research lines of the Centre for the Research and Technology of Agro-Environmental and Biological Sciences, in particular its Research Line ‘R&D 1 – Natural resources, biodiversity & climate challenges’, in the following scientific themes: climate and hydrological modelling; assessment of the impact of climate change on agro-ecosystems; assessment of the quality and sustainability of natural resources.

IV.2.6 - Any other elements that the candidate considers relevant.

IV.3 - All the application documents listed in IV.2. must be submitted in Portuguese or English, with the exception of those listed in IV.2.4. and IV.2.6. which may be submitted in another language if there is no version in Portuguese or English. Whenever the originals of the documents referred to in IV.2.2. and IV.2.3. are produced in a different language, a translation document into Portuguese or English must be submitted. With the exception of diplomas, which may be written in Latin, no translation is required.

IV.4 - Applicants who are not native speakers of Portuguese or English must have language skills at level C1 of the Common European Framework of Reference for Languages (CEFR) in at least one of the two languages.

IV.5 - Applications that are not duly instructed or do not fulfil the formal criteria for admission to the competition, as defined in the legislation in force and in this Notice, will not be accepted. Submission of any required documentation after the stipulated deadline will also result in non-admission to the competition.

IV.6 - This competition will end when the position is filled or, if the position cannot be filled in full, if there are no candidates or insufficient candidates to continue the competition.


V - Selection methods and assessment criteria:

V.1 - The selection methods to be used are absolute merit and an assessment of the candidates' scientific and curricular background.

V.2 - Evaluation of Absolute Merit

V.2.1 - Candidates with an overall curriculum vitae that the jury deems appropriate for the job to be filled will be approved on Absolute Merit, namely the merit of their scientific and technical work, as well as their professional experience and training, compatible with the category and scientific area(s) for which the competition is open, always considering the following cumulative reference criteria for this assessment:

i) Hold a doctorate degree, with a relevant curriculum in the scientific area to which they are applying;

ii) The candidate must demonstrate participation as a team member or coordinator of scientific projects with competitive funding, in the scientific area to which they are applying;

iii) The candidate must demonstrate participation in the supervision/co-supervision of postgraduate students whose work is related to the scientific area of the competition;

iv) Author or co-author of articles in SCOPUS-indexed journals with at least 5 articles in the last 5 years and an H-index of at least 10 (SCOPUS), related to the scientific area of the competition.

V.2.2 - The Jury shall decide on admission or exclusion on absolute merit by means of a roll-call vote, based on compliance or non-compliance with the cumulative requirements set out in point V.2.1, and by an absolute majority of favourable votes from among the members present at the meeting.

The members of the jury may record a statement of their dissenting vote in a document attached to the minutes.

V.3 - Evaluation of scientific and curricular background

When assessing the scientific and curricular background of candidates, the following evaluation criteria should be considered: the quality of the candidates' scientific and technical work, professional experience, professional training, contributions to scientific guidance activities, participation in teaching activities and in management bodies, service to the community and the quality of the scientific project, in accordance with the weighting and parameters set out below.

V.3.1 - Quality of scientific and technical work, with a weighting of 45%, considering the following evaluation parameters:

V.3.1.1 - Scientific production: The candidate's contribution, particularly in the last 5 years, to the dissemination of knowledge in the scientific area for which the competition is open, as well as the candidate's potential to develop relevant scientific production at UTAD, with a strong emphasis on the scientific area of this competition, including real-time applications, namely through the publication of/participation in books, book chapters, scientific journal articles and international conference proceedings of which the candidate was author or co-author, taking into account their nature, impact factor and number of citations, scientific/technological level and innovation, diversity and multidisciplinarity, international collaboration, the importance of the contributions to the advancement of the current state of knowledge, the importance of the works that were selected by the candidate as most representative and the scientific project presented;

V.3.1.2 - Coordination and participation in scientific projects and in science and technology management: the candidate's potential and previous experience in participating in and coordinating projects subject to competition on a competitive basis, as well as in research teams, in the area of the competition should be considered, namely taking into account the territorial scope and its size, the technological level, the interdisciplinary dimension, leadership and initiative capacity, and the importance of contributions, innovation and diversity;

V.3.1.3 - Creation and reinforcement of laboratory facilities. Participation by the candidate in the creation or reinforcement of laboratory infrastructures of an experimental and/or computational nature to support research in the scientific area of the competition should be considered;

V.3.1.4 - Dynamizing of scientific activity and management of science and technology: The candidate's participation in national and international research networks, scientific dissemination initiatives, namely through the organisation of international scientific events, in the scientific area of the competition should be considered;

V.3.1.5 - Impact and national and international recognition of scientific production: Consideration should be given to the impact of scientific production in terms of added value for companies, organisations and society, translated into new processes, products or services, the recognition by the international scientific community of the results obtained by candidates in the scientific area of the competition, taking into account, in particular, awards from scientific societies, editorial activities in scientific journals, participation in editorial boards of scientific journals, coordination and participation in programme committees of scientific events, guest lectures at scientific meetings in national and institutional institutions, participation as a member of scientific societies of competitive admission and other similar distinctions.

V.3.2 - Professional experience and training, with a weighting of 5%, considering the following evaluation parameters:

V.3.2.1 - Level and suitability of academic degrees and qualifications or professional qualifications in the scientific area of the competition;

V.3.2.2 - Professional experience of the candidate in the performance of duties as an Assistant Researcher in the scientific area of the competition;

V.3.2.3 - Supervision, development or participation in training programmes and/or actions within the scope of the area for which the competition is open.

V.3.3 - Contributions to scientific guidance activities and participation in teaching activities, with a weighting of 10%, considering the following assessment parameters:

V.3.3.1 - Accompanying and supervising research work carried out by grant holders, research trainees and research assistants, participating in their training, as well as supervising the theses of higher education students, namely undergraduate, postgraduate, master's and doctoral students;

V.3.3.2 - Collaboration in professional training actions, namely participation in and coordination of training aimed at the public and private sectors, considering their nature and the results achieved;

V.3.3.3 - Pedagogical content: publications, computer applications and experimental prototypes of a pedagogical nature that the candidate has produced or participated in should be taken into consideration, as well as their impact on the national and international community;

V.3.3.4 - Participation in teaching activities: the curricular units that the candidate has coordinated and taught should be considered, taking into account diversity, teaching practice and the universe of students.

V.3.4 - Participation in management bodies, with a weighting of 5%, considering the following evaluation parameters:

V.3.4.1 - Holding positions or functions in bodies of Higher Education Institutions and Research Units, considering their nature, duration and responsibility;

V.3.4.2 - Performance of temporary positions and tasks, namely editorial activities for international journals, evaluation in scientific programmes, juries for academic exams, competition juries and others that have been assigned by the competent management bodies.

V.3.4.3 - Holding other positions, namely those legally considered to be equivalent to the effective exercise of teaching functions and those held in national and international scientific organisations.

V.3.5 - Community service, with a weighting of 5%, considering the following assessment parameters:

V.3.5.1 - Provision of services and consultancy: integrated into UTAD's mission, namely participation and implementation in/production of projects, as well as the provision of specialised services, with other institutions or companies, considering their size, diversity, scientific-technological level and innovation;

V.3.5.2 - Intellectual property: namely authorship and co-authorship of patents, models, trademarks or industrial designs, considering their nature, territorial scope, scientific-technological level and the results obtained;

V.3.5.3 - Participation in drafting legislation and standards: considering their nature, territorial scope and technological level;

V.3.5.4 - Active participation in research and development activities;

V.3.5.5 - Promoting and/or participating in studies and debates within society, with public and private organisations, with the aim of diagnosing problems, studying alternatives and defining ways forward.

V.3.6 - Quality of the scientific project in the scientific area or areas for which the competition is open, weighted at 30%.


VI - Selection process:

VI.1 - Admission meeting

VI.1.1 - At the admissions meeting, the Jury will check the eligibility requirements and draw up a list of admitted and rejected candidates.

VI.1.2 - The list of admitted and excluded candidates will be notified to the candidates for the purposes of a hearing of interested parties, under the terms of articles 121 et seq. of the CPA.

VI.1.3 - If there are any allegations from the candidates, the Jury will meet to consider them and the interested parties will be notified of its decision.

VI.1.4 - The list of admitted and excluded candidates will be approved by the Rector after the conclusion of the admission meeting or after the conclusion of the assessment and allegations, if any. An appeal may be lodged against the homologation order under the terms of general law.

VI.2 - Evaluation meeting

VI.2.1 - If there are no unsuccessful candidates, the selection board will also assess the candidates at the admissions meeting.

VI.2.2 - If, at the admission meeting, the jury decides to exclude any candidate, the assessment meeting will be held after the period for hearing interested parties has elapsed and the list of admitted and excluded candidates has been approved.

VI.2.3 - At the assessment meeting, the selection board first decides whether to approve the candidates on absolute merit, in accordance with point V.2. It then assesses the candidates admitted on absolute merit and draws up the final ranking list.


VII- Voting order and methodology:

VII.1 - When the debate on the various candidates present has allowed all the members of the jury to stabilise a ranking of the candidates, each of them will present, in a written document, which will be attached to the minutes, their proposal for ranking the candidates, duly substantiated by the selection methods and criteria and assessment parameters set out in this Notice. In the various votes, each member of the jury must respect the order they have presented.

VII.2 - The first vote is intended to determine which candidate will be placed first. If a candidate receives more than half of the votes, they are placed first. If this does not happen, all the candidates who received zero votes are removed and the candidate with the least votes in the first ballot who received at least one vote is also eliminated.

If there is more than one candidate in the least voted position with at least one vote, a vote is taken only on those tied for last to decide which one to eliminate. For this vote, the members of the jury vote for the candidate who is lowest in their ranking and the candidate with the most votes is eliminated. If there is a tie between two or more candidates in this vote, the President of the Jury decides which candidate to eliminate from among them.

After this elimination, it's back to the first ballot, but only with the remaining candidates. The process is repeated until one candidate receives more than half of the votes and is placed first.

VII.3 - Once the first-placed candidate has been removed from the ballot, the whole process is repeated for the second-placed candidate, and so on, until an ordered list is obtained with the number of candidates who have passed the selection method.

VII.4 - No abstentions are allowed in jury votes.


VIII - Notification of candidates:

VIII.1 - The list of admitted and excluded candidates, as well as the final ranking list, will be posted at UTAD's Human Resources Services (SRH) and publicised on the website https://www.utad.pt/srh , and candidates will be notified by e-mail with receipt of delivery of the notification.

VIII.2 - The full competition file can be consulted by candidates by prior appointment, requested by e-mail sent to the Human Resources Management Service e-mail address: srh@utad.pt . 


IX - Jury constitution: 

In accordance with notice no. 4177/2025/2, published in the Diário da República, 2nd series, no. 30, of 12th February, the composition of the jury is as follows:

President, by delegation of powers: António Jaime da Eira Sampaio, Full Professor and Pro-Rector for Infrastructures and Scientific Projects at the University of Trás-os-Montes and Alto Douro.

Members: 

Miguel Ângelo Carmo Pardal, Full Professor of the University of Coimbra; 

Maria de Fátima Lopes Alves, Associate Professor with Habilitation of the University of Aveiro;
