PUBLIC NOTICE OF OPENING OF AN INTERNATIONAL RECRUITMENT COMPETITION FOR THE RECRUITMENT OF AN EARLY-STAGE RESEARCHER (POSTDOCTORAL LEVEL) FOR THE PROJECT ROOTS – ECOLOGIES OF IMPACT AND VALUE OF EDUCATIONAL MOBILITIES, CURRENTLY UNDERWAY AT CIIE/FPCEUP (EMPLOYMENT CONTRACT OF UNCERTAIN DURATION) Ref. INVTERM-FPCEUP-26-3
The Dean of the Faculty of Psychology and Education Sciences of the University of Porto (FPCEUP) Professor Doctor Pedro Jorge da Silva Coelho Nobre, approved on 28 January 2025, the opening of an international recruitment competition, for a period of ten (10) working days, starting on the working day immediately following the publication in Diário da República of Order (extract) no. 1266, of 03 February 2026. This competition aims to select and hire one Early-Stage Researcher (Postdoctoral level) to carry out research activities in the scientific field of Educational Sciences, within the scope of the project “ROOTS – Ecologies of Impact and Value of Educational Mobilities: Young Adults Returning to Low-Density Regions after Higher Education”(COMPETE2030-FEDER-00874300). The project began in October 2025 at the Centre for Research and Intervention in Education (CIIE) and is funded by the Innovation and Digital Transition Programme – COMPETE 2030, Portugal 2030 and the European Union. The position will be filled under an employment contract of uncertain duration, in accordance with the Portuguese Labour Code.
The contract shall remain in force for the duration of the project and for as long as budgetary funding is available, provided that it does not exceed the applicable legal and regulatory limits.
The ROOTS project (2025-2028), coordinated by Sofia Marques da Silva, aims to study the educational mobilities of young people who grow up in regions of low population density, to interpret the value attributed to education, and to identify ecologies of impact associated with the return of young adults to their regions of origin after completing higher education.
Applicable law and regulations
The competition and hiring process shall be governed by the provisions set out in Regulation no. 487/2020 – Regulation of Research, Science and Technology Personnel of the University of Porto and the respective recruitment framework (hereinafter referred to as the Regulation), published in the Diário da República (Official Gazette), 2nd series, no. 100, of 22 May, as well as by the remaining applicable legislation, namely: the Labour Code, approved by Law no. 7/2009 of 12 February, as currently amended; Decree-Law no. 57/2016 of 29 August, as amended by Law no. 57/2017 of 19 July, which establishes a recruitment framework for doctoral degree holders aimed at promoting scientific and technological employment across all fields of knowledge (RJEC); Regulatory Decree no. 11-A/2017 of 29 December; the Code of Administrative Procedure (CPA), approved by Decree-Law no. 4/2015; as well as any other applicable regulatory provisions.
I – Description of the position

4. Funding
This call for applications is opened within the scope of the project “ROOTS – Ecologies of Impact and Value of Educational Mobilities: Young Adults Returning to Low-Density Regions after Higher Education” (COMPETE2030-FEDER-00874300) funded by the Innovation and Digital Transition Programme – COMPETE 2030, Portugal 2030 and the European Union.
5. Workplace
The workplace shall be at CIIE facilities at FPCEUP, Rua Alfredo Allen, 4200-135 Porto, Portugal, or in any other places necessary for the performance of the duties for which the successful candidate is hired, and/or indispensable for his/her professional development.
6.Salary
The monthly basic salary is EUR 2,351.53, corresponding to 1st position, level 5, of the salary scale attached to the Regulation or to level 33 of the Single Remuneration Table, approved by Ministerial Order no. 1553-C/2008 of 31 December, as updated pursuant to Decree-Law no. 109-A/2021 of 7 December, as currently in force, under an exclusive dedication regime. In addition, the remuneration includes holiday and Christmas allowances, as well as a meal allowance, in accordance with the applicable conditions for public sector workers.
7. Contract regime
7.1. The doctoral researcher shall be recruited under an employment contract of uncertain duration, on legal grounds, in accordance with point (b) of paragraph 1 of Article 6 of the RJEC, ex vi paragraph 2 of Article 18 of the RJEC, and shall remain in force only for the period necessary to carry out the defined tasks and for as long as budgetary funding is available.
7.2.The conclusion of the project or the termination of funding shall determine the expiry of the contract.
7.3. The doctoral researcher to be recruited shall join the CIIE research team as a full member.
8. Functional content
8.1. The regular performance of activities in the following areas:
- Research
- Knowledge transfer and valorisation
- Science and technology management and communication, and other related tasks
- Teaching and training activities, where applicable and in accordance with the terms set out in Article 12 of the U.Porto Regulation.
8.2. The Early-Stage Researcher shall be responsible for carrying out research and development activities and all other scientific and technical tasks within the scope of the aforementioned project, namely:
- Collection and analysis of quantitative and qualitative data.
- Collaboration in the writing of reports and scientific articles, and presentation of work at scientific meetings.
- Communication with partner institutions and stakeholders.
- Organisation of meetings and dissemination events.
- Support to project coordination and management.
- Collaboration in other activities related to research implementation, training, dissemination and knowledge transfer.
II – Selection process
9. Eligibility requirements
9.1. General eligibility requirements
The competition is open to national, foreign and stateless applicants who hold a doctoral degree in Educational Sciences, Psychology or other Social Sciences, and who possess a scientific and professional curriculum demonstrating a profile suitable for the activities to be carried out.
9.2. Specific eligibility requirements
For the purpose of determining the profile appropriate to the activities to be carried out, the following specific requirements must be documented:
- Doctoral degree obtained no more than five (5) years prior to the closing date of the application period.
- Proven research experience relevant to the themes of the project.
- Authorship or co-authorship of article(s) in scientific journals indexed in Scopus/SCImago Journal Rank and/or Journal Citation Reports (JCR), relevant to the themes of the project.
- Proficient command of Portuguese and English, to be demonstrated by certificates and/or by scientific work authored by the applicant.
- Valid driving licence.
- Availability to travel within the country, to be stated in the motivation letter.
9.3. Failure to meet the requirements set out in points 9.1 and 9.2 of this Notice will result in the exclusion of the application.
10. Preferential requirements
For the purposes of evaluating the candidates applying to this call, the preferential requirements, which must be documentarily evidenced in order to be considered in the assessment, shall apply:
- Proven experience of participation in funded research projects in the field of Educational Sciences, relevant to the scope of this selection procedure.
- Strong research skills using quantitative methods, demonstrable through the (co-)authorship of scientific publications and reports.
11. Selection methods and assessment
In accordance with Article 26 of Regulation and Article 5 of RJEC, the following selection methods will be applied:
a) Evaluation of the scientific and curricular path (APCC) (90%); and
b) Interview (ENT), to be conducted with the highest-ranked candidates in the APCC, up to a maximum of three (10%).
Applicants who obtain a score of less than 50 points in any of the selection methods (APCC and/or ENT) shall be excluded from this selection procedure.
12. Evaluation of the scientific and curricular path(APCC)
12.1. The assessment of the scientific and curricular path (APCC), taking into account the profile appropriate to the requirements of the duties corresponding to the category to which this selection procedure relates, shall focus on the relevance, quality and currency of the following components:
A. Scientific performance in the field and thematic area for which the selection procedure is opened.
B. Outreach activities and knowledge transfer, as well as the management of science, technology and innovation programmes.
12.2. In the assessment of the components referred to in points A and B of the preceding paragraph, the activity carried out over the last five (5) years shall be taken into consideration.
12.3.The five-year period referred to in point 12.2 may be extended by the Selection Panel, at the request of the applicant, where duly justified by a suspension of scientific activity for socially protected reasons, namely parental leave, prolonged serious illness, or other situations of legally protected unavailability for work.
12.4.In the application of the components referred to in point 12.1, the following parameters shall be assessed, to which the indicated weighting factors are assigned:
A. Criteria for the assessment of scientific performance (DC) (90%)
A1) Assessment of scientific production, with particular emphasis on the last five (5) years, taking into account the number and quality of scientific publications, as well as their relevance to the project themes, with particular attention given to the three publications selected by the applicant (50%).
A2) Participation in research projects, with particular emphasis on the last five (5) years, considering involvement in national and international research project teams, the existence of competitive funding, as well as the type of participation, duration and nature of the activities carried out, and the themes of the projects in which the applicant participated (30%).
A3) Assessment of the motivation for the application, the interest in the project themes and main contributions in recent years to those themes, and the adequacy of the applicant’s scientific curriculum to the project (20%).
B. Outreach, knowledge transfer and management of science, technology and innovation programmes (ETC) (10%):
B1) Assessment of outreach and knowledge dissemination activities, with particular emphasis on the last five (5) years, namely: organisation of national and international scientific events; participation in events of a scientific nature (as speaker, invited speaker, or organiser of symposia within such events); and other relevant experience (100%).
12.5. The final APCC score is obtained by applying the following formula: APCC = (DC x 0.90) + (ETC x 0.10).
13. Assessment of the interview (ENT)
13.1. Should the Selection Panel deem it necessary, an interview (ENT) shall be conducted with the applicants ranked in the top positions of the Assessment of the Scientific and Curricular Track Record (APCC), up to a maximum of three (3) candidates. The Panel shall assess aspects related to the research carried out by the applicants.
13.2. The interview shall have a maximum duration of one hour. The interview shall be conducted partly in English.
13.3. The interview assessment shall be expressed on a scale from 0 to 100 points, with scores calculated to two decimal places, and shall carry a weighting of 10% in the final classification.
13.4. The interview assessment criteria shall be as follows, with the corresponding weighting factors:
ENT1. Ability of expression and verbal fluency in Portuguese and English (40%);
ENT2. Assessment of aspects related to the research carried out by the applicants and specific knowledge in the field (60%).
13.5. interview score shall be calculated using the following formula: ENT = (ENT1 x 0.40) + (ENT2 x 0.60)
13.6. Failure of candidates to attend the interview stage shall be considered as withdrawal from the selection procedure, and such candidates will be excluded from the procedure.
14. Final score (CF)
The final score (CF) resulting from the APCC and ENT will be obtained by applying the following formula: CF = (APCC x 0.9) + (ENT x 0.1).
15. Valuation of the recruitment methods
Each member of the Panel evaluates the scientific and curricular path of the candidates and the Interview on a scale from 0 to 100 points, with scores rounded to two decimal places. The final score shall result from the weighting defined in the assessment criteria.
16. Assessment methodology
16.1. After the admission of the applicants, and before starting the voting for their final ranking in the evaluation of their scientific and curricular path, each member of the Selection Panel presents a written document, to be attached to the meeting minutes, with the list of the applicants in descending order of merit, duly substantiated, considering the criteria and parameters of this tender Notice.
16.2. The Panel deliberates by means of a reasoned roll-call vote in accordance with the selection criteria adopted and publicised, and abstentions are not allowed.
16.3. The ranking methodology is as indicated in Article 29 of the Regulation.
16.4. Each member of the Panel must respect, in the various rounds of voting, the order they presented in the document referred to in paragraph 16.1.
16.5.Minutes shall be drawn up for the Panel meetings, containing a summary of the proceedings, as well as the votes cast by each member and the respective reasoning.
16.6. After completion of the application of the selection methods, the Panel shall prepare the final ranking list of candidates, with the corresponding classification.
16.7. The Panel’s final decision is approved by the Head of the institution responsible for opening the tender procedure. The final decision on the contract is the responsibility of the Head of the contracting organisation.
17.Selection Panel
In accordance with Articles 22(3) and (4) of the Regulation and Article 13 of the RJEC, the Selection Panel for this procedure shall have the following composition:

18. Submission of applications
18.1. Applications must be submitted by 11:59 p.m. on 17 February 2026 (local time– Lisbon).
18.2. Applications must be formally submitted through the online application submission system, available on the APPLY website: https://www.apply.up.pt (INVTERM -FPCEUP-26-3).
18.3. Applications shall be formally submitted by means of a request addressed to the Chair of the Panel, in accordance with the terms set out in the template attached.
18.4. The application must be accompanied by supporting documents proving compliance with the conditions set out in points 9, 10 and 12 of this call, namely:
- Request addressed to the Chair of the Panel (in accordance with the model attached to this Notice).
- Copy of the doctoral certificate or diploma.
- Copy of the certificate of recognition/registration of the PhD degree, where the degree was obtained from a foreign higher education institution (to be submitted by the time of recruitment).
- Detailed curriculum vitae, containing all information relevant for the assessment of the application and for demonstrating compliance with the requirements and criteria set out in points 9, 10 and 12 of this Notice, organised in accordance with the APCC criteria set out in point 12 and including updated CiênciaVitae and ORCID identifiers; the quartile (SCImago Journal Rank and/or JCR) of the journals in which the candidate has published must also be indicated.
- Documents proving compliance with the specific admission requirements set out in point 9.2, namely the required language skills where the candidate is not a native speaker of the relevant language(s).
- Works mentioned in the submitted curriculum vitae and/or other documents enabling verification and assessment of the criteria set out in point 12 of this Notice.
- Copy of the three publications considered most relevant by the candidate (journal articles or book chapters).
- A motivation letter in Portuguese, including a reflection on the applicant’s career to date and the reasons for applying for the present position, as well as on the suitability of the candidate’s scientific CV for the project (maximum 1,000 words).
- Other supporting documents that the candidate deems pertinent for the appraisal of their merit (if applicable).
18.5. The documents referred to in point 18.4 must preferably be submitted in PDF format.
18.6. The Selection Panel may, whenever it deems necessary, request that applicants submit additional documents substantiating the facts referred to in the CV submitted, setting a deadline for that purpose, under the following terms:
- The documentation referred to is not intended for the presentation of elements not mentioned in the Curriculum Vitae, nor for the addition of missing documents required by this Notice.
- All applicants shall be informed that documentation has been requested.
18.7. Failure to comply with the application submission deadline, failure to submit or late submission of the documents referred to in points (a), (b), (d), (e), (g) and (h) of paragraph 18.3, shall result in the application being rejected.
III – Prior hearing
19. Notification of results and prior hearing
19.1. All notifications within the scope of this procedure will be carried out by email, through the APPLY platform.
19.2. Notifications are made by email, in accordance with Articles 112(1)(c) and 113(5) of the Administrative Procedure Code.
19.3. Pursuant to Article 121 and the following articles of the Administrative Procedure Code, the candidates shall, after notification, have the statutory period of 10 working days to submit any comments or information they may deem appropriate prior to the final decision.
IV – Final considerations
20. Filling the vacant position
This competition is intended exclusively to fill the position indicated in this Notice. It may be terminated until the final ranking list of applicants has been approved and will expire once the job on offer has been filled. In the event that none of the applicants demonstrates that they have the profile required to fulfil the duties described above within the scope of this procedure, the Panel reserves the right not to award the post.
21. Reserve list
Based on the final ranking list, a reserve list will be compiled, which may be used in the event of withdrawal and/or failure to submit the required documentation by the selected person within the deadline set for this purpose. The Faculty's highest authority reserves the right to call the next candidate(s) and so on until the vacancy is filled, whenever deemed appropriate, by judgment of opportunity and convenience. This reserve list may be used for up to 18 (eighteen) months from the date on which the final ranking list is approved.
22. False statements
False statements provided by applicants are punishable by law.
23. Other provisions
The Joint Order no. 373/2000 of 31 March, issued by the Minister for State Reform and Public Administration and the Minister for Equality, stipulates that entry and access competitions must include the following: ‘In compliance with Article 9(h) of the Constitution, the Public Administration, as an employer, actively promotes a policy of equal opportunities for men and women in access to employment and professional progression, taking scrupulous care to avoid any form of discrimination’. In this sense, the terms ‘candidate(s)’, ‘researcher(s)’ and similar terms are not used in this Notice to refer to people's gender.
Similarly, no candidate may be favoured, benefited, disadvantaged or deprived of any right or exempted from any duty on the grounds of ancestry, age, sexual orientation, marital status, family situation, economic situation, education, social origin or condition, genetic heritage, reduced working capacity, disability, chronic illness, nationality, ethnic origin or race, territory of origin, language, religion, political or ideological convictions and trade union membership.
