I hereby announce that, by my order of 03rd February 2026, in the exercise of delegated authority

by Order No. 9493/2022, published in the Official Gazette, 2nd series, No. 148 of August 2, an international selection tender procedure is opened for a period of 30 (thirty) working days from the day following the publication of this notice in the Oficial Gazette, for the recruitment of one assistant professor in the disciplinary area of Pathology within the Biomedical Sciences group at the Faculty of Medicine of the University of Porto.


1 - Applicable legal provisions:

This tender procedure is governed by the provisions of

  • • articles 37 to 51, 61 and 62-A of the University Teaching Career Statute, republished by Decree-Law no. 205/2009 of 31 August, as amended by Law no. 8/2010 of 13 May, hereinafter referred to as ECDU;
  • • Regulation on tender procedures for the Recruitment of Full, Associate and Assistant Professors of the University of Porto, approved by Order no. 12913/2010, published in the Oficial Gazette, 2nd series, no. 154, of 10 August, amended by Resolution (extract) no. 380/2019, published in the Oficial Gazette, 2nd series, no. 64, of 1 April, hereinafter referred to as the Regulation;
  • • Disciplinary and scientific areas of the Faculty of Medicine of the University of Porto, as set out in Order no. 7793/2022 of 1 June, published in the Oficial Gazette, 2nd series, no. 121, of 1 June 2022, rectified by Declaration of Rectification no. 450/2023, published in the Oficial Gazette, 2nd series, no. 117, of 19 June 2023;
  • • Code of Administrative Procedure, approved by Decree-Law no. 4/2015 of 7 January, in its current version, hereinafter referred to as CPA.


2 - Administrative admission requirement for the tender procedure

Administrative admission to the tender procedure depends on meeting the following requirement:

Holding a PhD degree in Pathology obtained through a medical school.

If the doctorate was awarded by a foreign higher education institution, it must be recognised by a Portuguese higher education institution, under the terms of Decree-Law no. 66/2018, published in the Oficial Gazette, 1st series, no. 157, of 16 August. This formality must be completed by the contracting act.


3 - Approval on absolute merit

3.1 - In the absence of grounds for rejection of applications, the Jury shall decide on their approval or non-approval on absolute merit by reasoned nominal vote, with no abstentions allowed.

3.2 - A candidate is considered approved on absolute merit if approved by an absolute majority of the voting Jury members.

3.3 - Approval on absolute merit depends on the candidate possessing an overall curriculum that the Jury considers, on reasoned grounds, to demonstrate scientific and pedagogical merit, research capacity and activity developed in the disciplinary area of Pathology, and appropriate to the category of assistant professor, as documented in the information submitted to the tender procedure.

3.4 - For the purposes of the evaluation referred to in the previous point, a favourable vote for approval on absolute merit shall also depend on meeting the following criterion:

  • • having published at least 3 scientific articles in the disciplinary area of Pathology, as first author, indexed in the Web of Science Core Collection (WoS CC) and with an impact factor in the Journal Citation Reports (JCR) or indexed in Scopus with SCImago Journal Rank Indicator (SJR).
  • • Experience in slide selection, classification and creation of clinical cases and implementation of digitisation processes in the disciplinary area of Pathology.


4 - Evaluation and ranking on relative merit

Once the candidates approved on absolute merit have been definitively identified, they shall be ranked on relative merit based on the evaluation dimensions and ranking criteria, respective weighting and final scoring system, as set out below, in accordance with paragraph 6 of article 50 of the ECDU and article 16 of the Regulation, without prejudice to the minimum requirements identified in the subparagraphs of point 3.4 of this notice, if applicable.

4.1 - Evaluation methodology and dimensions

Candidates approved on absolute merit shall undergo a curriculum evaluation, taking into account the general duties assigned to university teachers under article 4 of the ECDU, focusing on the following dimensions and project, with particular emphasis on the following curricular aspects in the disciplinary area of Pathology:

  1. 1. Scientific Merit (VMC) - 75%
  2. 2. Pedagogical Merit (VMP) - 20%
  3. 3. Other Activities (VAO) - 5%

4.2 - Evaluation criteria

The criteria to be considered in the evaluation of each of the dimensions identified above and the weighting assigned to each in the final classification are as follows:

4.2.1 - Criteria for evaluating the Scientific Merit dimension (VMC) - 75%

The following parameters shall be considered in evaluating candidates’ scientific merit:

4.2.1.1 - Scientific output (70%):

Quality and quantity of scientific output (full-length articles as first, second, penultimate or last author, books, conference communications) expressed by the number and type of publications, the recognition accorded by the scientific community (reflected in the quality of publication venues and citations by other authors) and, where applicable, the translational capacity of the research results achieved. The quality and quantity of scientific output shall be measured taking into account the following parameters: full-length scientific output in journals indexed in WoS CC or Scopus, weighted by the quartile ranking of the impact factor in JCR or SJR of the journals, respectively; citations in WoS CC or Scopus; H-index of publications (h5-index) in WoS CC or Scopus; other scientific output, namely full-length articles in proceedings of conferences indexed in WoS CC or Scopus, publications in journals not indexed in WoS CC or Scopus, conference communications, books and book chapters.

4.2.1.2 - Scientific intervention (5%):

Coordination and execution of scientific projects: Quality and quantity of scientific projects in which the candidate participated and results obtained, with emphasis on project coordination; in assessing quality, the type of funding obtained for the project shall be considered, i.e. whether the application was evaluated and by which entity;

Formation of scientific teams: capacity to generate and organise scientific teams and lead postgraduate projects, highlighting the supervision/co-supervision of postdoctoral, doctoral, master’s and integrated master’s students;

Intervention in the scientific community: capacity for intervention in the scientific community, expressed through the organisation of events, collaboration in journal editing, publication of review articles or book chapters, invited lectures, participation in academic juries, etc., with particular emphasis on international intervention;

Mobility: national and international mobility in the practice of scientific research;

Other factors: such as, for example, spin-off companies, patents and development of innovative clinical application technologies.

4.2.2 - Criteria for evaluating the Pedagogical Merit dimension (VMP) (20%):

The evaluation of candidates’ pedagogical merit shall consider their capacity to initiate new pedagogical projects, reform or improve existing projects and carry out projects with impact on the teaching/learning process, as well as the quality of service provided in pre- and postgraduate training, pedagogical material produced, publications or conferences of a pedagogical nature, intervention in the coordination of the institution’s pedagogical activity and capacity to create and intervene in training actions outside the institution, including the dissemination of medical science to the community. This parameter shall be measured by:

4.2.2.1 - Execution of pedagogical projects (5%): participation in the creation of new curricular units; creation and participation in the creation of new courses or study programmes; reformulation of existing curricular units; reformulation of existing courses or study programmes.

4.2.2.2 - Pedagogical activity (15%):

  • • Teaching performance: service provided in pre- and postgraduate training, namely through the teaching of practical classes, theoretical-practical classes and laboratory work in curricular units of the various study cycles and non-degree programmes or courses;
  • • Quality of pedagogical performance, measured through the results of pedagogical surveys;
  • • Pedagogical coordination, namely as coordinator of curricular units and participation in pedagogical management bodies;
  • • Pedagogical output, namely pedagogical material produced, publications or conferences of a pedagogical nature; creation and intervention in community training actions, including the dissemination of medical science to the community.


4.2.3 - Criteria for evaluating the Other Activities dimension (VOA) (5%)

Measured by the following parameters: other activities of curricular relevance, namely clinical activity and/or participation in advisory or management bodies of the faculty or university or in bodies of other institutions or other extension activities.


5 - Jury operating procedures

5.1 - Candidate scoring

Each Jury member shall carry out their evaluation exercise, scoring each candidate in relation to each dimension and project on a scale of 0 to 100 points, rounded to one decimal place, taking into account the evaluation criteria approved and published in this notice.


5.2 - Final result

The Final Result (RF) of each candidate’s evaluation by each Jury member is calculated by summing the scores in each dimension, considering the respective weighting.

Following their evaluation exercise, each Jury member shall draw up their ordered list of candidates, with which they shall participate in the votes leading to the decision and final ranking of candidates under point 4, with no ties allowed between candidates in the final classification.


5.3 - Jury deliberations

5.3.1 - Any deliberation shall result from article 17, paragraph 12, of the Regulation, applicable by virtue of article 83-A of the ECDU which determined its approval for the purpose of implementing the rules of that legal diploma, covering the procedural processing of tender procedures, namely the evaluation and final classification system.

Consequently, under article 17, paragraph 12 of the aforementioned Regulation, the Jury shall deliberate by reasoned nominal vote based on the selection criteria adopted and published, with approval and ranking of candidates requiring an absolute majority, with no abstentions allowed.

5.3.2 - Ranking methodology

In the various votes, each Jury member must respect their ranking list, observing the following in the votes:

  1. 1. The first vote is intended to determine the candidate placed in 1st place, counting the number of votes each candidate obtained for that place;
  2. 2. If a candidate obtains an absolute majority of votes for 1st place, they are placed in that position and removed from the count, and the procedure begins to choose the candidate who will occupy 2nd place;
  3. 3. If no candidate obtains an absolute majority of votes for 1st place, a new count is initiated, only among the candidates who received votes for 1st place, after removing the candidate with the fewest votes for that place in the previous vote;
  4. 4. If there is a tie between two or more candidates in the position of least voted, a tie-breaking vote is held only among these, counting the number of relative first positions of each, and the least voted is removed;
  5. 5. If the tie persists between two or more candidates in the position of least voted, but the number of tied candidates in the least voted position has been reduced compared to the previous voting round, a new tie-breaking vote is held only among the candidates tied in the least voted positions, counting the number of relative first positions of each, and the least voted is removed;
  6. 6. If the tie persists between two or more candidates in the position of least voted, without the number of tied candidates in the least voted position having been reduced compared to the previous voting round, the tie is broken by the casting vote of the President or by the exercise of a tie-breaking vote, as the case may be, with the candidate voted for by the President being chosen to join the subsequent vote for the same place;
  7. 7. If there is a tie when only two or more candidates remain for 1st place, the tie is broken by the casting vote of the Jury President or by the exercise of a tie-breaking vote, as the case may be;
  8. 8. Once the candidate for 1st place has been chosen, they are removed from the votes and the procedure for choosing the candidate to be placed in 2nd place begins, repeating the process referred to in the previous subparagraphs for subsequent places until a single ordered list of all candidates is obtained.


6 - Submission of applications

6.1 - Submission of applications

Candidates must access and register on the electronic platform www.apply.up.pt to submit their application, selecting the procedure they wish to apply for (procedure code: DOCPUB-FMUP-26-1), by the deadline.

6.2 - Application instructions

Applications must be accompanied by the following documents:

  1. 1. PhD certificate, except for cases corresponding to obtaining the degree and/or title at the University of Porto. The candidate selected for the position who holds a PhD degree obtained abroad must present recognition or registration (as applicable) of their degree by the time the contract is signed, under the terms of Decree-Law no. 66/2018 of 16 August, under penalty of exclusion;
  2. 2. Curriculum Vitae, in Portuguese and English, containing all information relevant to the evaluation of the application, as well as to demonstrate compliance with the criteria set out in point 3 of this notice, and for the evaluation of the application taking into account the evaluation criteria in point 4.2, including a list of all scientific publications submitted in the application, specifying for each and in aggregate for the set: 1) whether it is included in the Web of Science Core Collection (WoS CC) and/or Scopus database; 2) if so, whether it is in the top two quartiles of the Journal Citation Reports and SCImago Journal Rank; 3) whether it is first or last author; 4) the number of citations in the Web of Science and Scopus databases; 5) the number of citations in the Web of Science and Scopus databases of works for which the candidate is first or last author;
  3. 3. One copy of each of the works mentioned in the submitted curriculum that allow verification and evaluation of the criteria in points 3.4 and 4.2 of this notice. Additionally, candidates may highlight in the submitted curriculum up to ten of these works/activities that they consider most representative of their activity, particularly in the disciplinary area for which the tender procedure is opened.


6.3 - Each of the documents indicated in subparagraph c) of point 6.2 of the tender procedure notice must be submitted in an individual file and in full version in the system.

6.4 - For the purposes of evaluating applications, no documents whose access is provided through links shall be considered, except those referring to publications with DOI.

6.5 - The documents mentioned in point 6.2 should preferably be submitted in non-editable format.

6.6 - Failure to comply with the provisions of 6.1 shall result in exclusion of the application.

6.7 - Failure to submit or submission after the deadline of the documents referred to in subparagraphs a) to c) of point 6.2 shall result in non-admission of the application.


7 - Notifications and hearing of interested parties

7.1 - The Human Resources Service of the Common Resources and Services Centre of the University of Porto shall notify candidates of the decision on administrative admission or non-admission to the tender procedure, which shall be based on compliance or non-compliance with the requirements laid down in the legislation in force, the conditions established in points 2 and 6.7. of this notice.

7.2 - There shall be a prior hearing, under articles 121 and 122 of the CPA, for candidates who have not been administratively admitted, candidates not approved on absolute merit and candidates ranked in a position on the ranking list that cannot be filled by the vacancy in the tender procedure.

All candidates shall be notified of the approval of the Jury’s final decision.

7.3 - Notifications are sent to the email address used by candidates for registration/authentication on the Apply UP electronic platform, under article 112, paragraph 1, subparagraph c) and article 113, paragraph 5, of the CPA.

The deadline for candidates to make written submissions is ten working days.


8 - Composition of the Jury

Members:

Doctor Ana Maria Félix de Campos Pinto, Full Professor at Nova Medical School, Nova University of Lisbon;

Doctor Jose Antonio Jimenez Heffernan, Titular Professor at the Faculty of Medicine, Autonomous University of Madrid;

Doctor Paula Maria Ferreira Brinca Borralho Nunes, Faculty of Medicine of the University of Lisbon, as a specialist of recognised merit, under sub-subparagraph iii) of subparagraph a) of paragraph 1 of article 46 of the ECDU

9 - Other provisions

The order of the Minister for State Reform and Public Administration and the Minister for Equality determines the obligation in recruitment and access tender procedures to include the following mention:

"In compliance with subparagraph h) of article 9 of the Constitution, the Public Administration, as an employer, actively promotes a policy of equal opportunities between men and women in access to employment and professional progression, scrupulously ensuring that any form of discrimination is avoided". Accordingly, the terms "candidate(s)", "professor(s)" and similar terms are not used in this notice to refer to the gender of persons.
