I hereby announce that, by my order of July 21, 2025, under the authority delegated by Order No. 9493/2022, published in the Official Gazette, 2nd series, No. 148 of August 2, for a period of 30 (thirty) working days from the day immediately following the publication of this public notice in the Official Gazette, a documentary competition is opened for the recruitment of one assistant professor for the position with reference 2023.13694.TENURE.047 (Assistant Professor in Digital Health) which is part of the program contract between the Foundation for Science and Technology, I.P. (FCT, I.P.) and the Faculty of Medicine of the University of Porto (FMUP), concluded under the Scientific Employment Regulation, Regulation No. 607-A/2017 amended and republished by regulation No. 1083/2023, published in the 2nd series of the Official Gazette of October 12, 2023, within the scope of the FCT-Tenure program – 1st Edition.

1 - Applicable Legal Provisions

This competition is opened under the provisions of:

  • Articles 37 to 51, 61 and 62-A of the University Teaching Career Statute (ECDU), republished by Decree-Law No. 205/2009, of August 31, and amended by Law No. 8/2010, of May 13;
  • Regulation of Competitions for Recruitment of Full, Associate and Assistant Professors of the University of Porto (abbreviated as Regulation), approved by Order No. 12913/2010, published in the Official Gazette, 2nd series, No. 154, of August 10, amended by Deliberation (extract) No. 380/2019, published in the Official Gazette, 2nd series, No. 64, of April 1;
  • Disciplinary and scientific areas of the Faculty of Medicine of the University of Porto, approved by Order No. 7793/2022, of June 1, published in the Official Gazette, 2nd series, No. 121, of June 1, 2022, rectified by Rectification Declaration No. 450/2023, published in the Official Gazette, 2nd series, No. 117, of June 19, 2023, and by other applicable legislation, namely:
  • Code of Administrative Procedure, approved by Decree-Law No. 4/2015, of January 7, in its current wording, hereinafter referred to as CPA.
  • Regulation (EU) 2021/241 of the European Parliament and of the Council, of February 12, 2021, establishing the Recovery and Resilience Facility.
  • Council Implementation Decision No. 13351/23 of October 17, 2023, amending the Implementation Decision of July 13, 2021, on the approval of the assessment of Portugal's recovery and resilience plan.
  • Decree-Law No. 63/2019 of May 16, the National Science and Technology System (SNCT).
  • Program Contract "Institutional Support Competition Procedure – FCT Tenure 1st Edition, concluded between the Foundation for Science and Technology, I.P., and the Faculty of Medicine of the University of Porto", on February 10, 2025.


2 - Administrative Admission Requirements to the Competition

Administrative admission to the competition depends on the cumulative fulfillment of the following requirement(s): holding a Doctoral degree.

If the doctorate has been conferred by a foreign higher education institution, it must be recognized by a Portuguese higher education institution, under the terms of Decree-Law No. 66/2018, published in the Official Gazette, 1st series, No. 157, of August 16. This formality must be fulfilled until the moment of hiring.


3 - Approval on Absolute Merit

3.1 - In the absence of grounds for rejection of applications, the Jury will deliberate on their approval or non-approval on absolute merit, by justified nominal vote, with abstentions not being admitted.

3.2 - A candidate is considered approved on absolute merit if approved by absolute majority of the voting jury members.

3.3 - The approval on absolute merit of candidates depends on having an overall curriculum that the jury considers to be fundamentally endowed with scientific and pedagogical merit, research capacity and activity developed, compatible with the disciplinary area of Digital Health, in the scientific domain Medical and Health Sciences, scientific area Health Sciences, scientific sub-area Health Services and Policies, according to the application approved by the Foundation for Science and Technology with reference 2023.13694.TENURE.047 within the scope of FCT-Tenure – 1st Edition, and adequate to the assistant professor category, as documented in the information presented to the competition.

3.4 - For the purposes of the evaluation referred to in the previous point, the favorable vote for approval on absolute merit of the candidate will also depend on compliance with the following criteria:

3.4.1 - Holding a Doctoral degree in Clinical Research and Health Services or others that have specific training in Health Informatics or Digital Health obtained at a Medical School;

3.4.2 - Holding a Degree or Integrated Master's in Pharmaceutical Sciences;

3.4.2 - Having published, in the last five years (since 2020, inclusive), at least 5 scientific articles in the scientific domain Medical and Health Sciences, scientific area Health Sciences, scientific sub-area Health Services and Policies, with framework in the disciplinary area of Digital Health, with special relevance in evidence synthesis, active monitoring studies including pharmacovigilance, post-authorization safety, electronic health records, and real-world data evidence generation, as first, second or last author, of which at least 3 scientific articles, as first author, in publications indexed by Web of Science Core Collection (WoS CC) and with impact factor in Journal Citation Reports (JCR) or indexed by Scopus and with SCImago Journal Rank Indicator (SJR);

3.4.3 - Having participated in research projects in the Digital Health area, integrated in international competitive funding programs.


4 - Evaluation and Ranking on Relative Merit

Once the candidates approved on absolute merit are definitively identified, they are ranked on relative merit based on the aspects and ranking criteria, respective weighting and final evaluation system, which are detailed below, established in accordance with the provisions of No. 6 of article 50 of the ECDU and article 16 of the Regulation, without prejudice to the minimums identified in the paragraphs of point 3.4 of this public notice, if applicable.

4.1 - Methodology and Evaluation Aspects

Candidates approved on absolute merit are subject to curriculum evaluation, considering the general functions assigned to university teachers provided for in article 4 of the ECDU, focusing on the following aspects and program, and should highlight the following curricular aspects (in the scientific domain Medical and Health Sciences, scientific area Health Sciences, scientific sub-area Health Services and Policies, with framework in the disciplinary area of Digital Health):

a) Scientific Merit (VMC) — 50%;

b) Pedagogical Merit (VMP) — 25%;

c) Other activities (VOA) — 5%;

d) Scientific-Pedagogical and Extension Program (VPCPE) - 20%.

4.2 - Evaluation Criteria

The criteria to be considered in the evaluation of each of the evaluation aspects identified in the previous point and the weighting to be attributed to each of them in the final classification of the curriculum evaluation are those detailed below:

4.2.1 - Criteria for evaluating the Scientific Merit aspect (VMC) (50%):

In evaluating the scientific merit of candidates, the following parameters will be considered:

4.2.1.1 - Scientific production (45%):

Quality and quantity of scientific production (full articles, with particular emphasis on articles as first, second, penultimate or last author; books; conference communications), expressed by the number and type of publications, by the recognition given to it by the scientific community (translated into the quality of publication venues and references made to it by other authors) and, when applicable, by the capacity for translating achieved research results. Particularly relevant will be scientific production in the last five years (since 2020, inclusive) and in the Digital Health area, with particular emphasis on (i) studies based on information systems in pharmacovigilance and electronic health records, including spontaneous reporting databases, for real-world data evidence generation; (ii) pharmacovigilance and pharmacoepidemiology, including observational studies, post-authorization safety studies (PASS) and active drug surveillance; and (iii) evidence synthesis, including systematic reviews and meta-analyses. The quality and quantity of scientific production should be measured taking into account the following parameters: full scientific production in journals indexed in WoS CC or Scopus weighted by quartile classification of impact factor in JCR or SJR of journals, respectively; citations from WoS CC or Scopus; H-index of publications by WoS CC or Scopus; other scientific production, namely, full articles in conference proceedings books indexed in WoS CC or Scopus, publications in journals not indexed in WoS CC or Scopus, conference communications, books and book chapters.

4.2.1.2 - Scientific intervention (5%):

Coordination and execution of scientific projects: Quality and quantity of scientific projects in which participated and results obtained in them, giving relevance to project coordination; in quality evaluation, attention should be paid to the type of funding obtained for the project, that is, whether there was evaluation of the application and which entity was responsible for the evaluation. Particularly relevant will be participation in research projects in the Digital Health area, with particular emphasis on pharmacovigilance and pharmacoepidemiology, electronic health records, big data analytics, artificial intelligence and federated data networks.

Constitution of scientific teams: Capacity to generate and organize scientific teams and conduct postgraduate projects, highlighting the supervision/co-supervision of postdoctoral, doctoral, master's and integrated master's students;

Intervention in the scientific community: Capacity for intervention in the scientific community, expressed through event organization, collaboration in journal editing, publication of review articles or book chapters, book coordination, invited lectures, participation in academic juries, participation in peer review processes, etc., with particular emphasis on international intervention;

Mobility: National and international mobility in scientific research practice;

Other factors: Such as, e.g., spin-off companies, patents and development of innovative technologies for clinical application.

4.2.2 - Criteria for evaluating the Pedagogical Merit aspect (VMP) (25%):

In evaluating the pedagogical merit of candidates, the capacity to promote new pedagogical projects, to reform or improve existing projects and to carry out projects with impact on the teaching/learning process for health area students will be considered, as well as the quality of service provided in pre and postgraduate training, pedagogical material produced, publications or conferences of pedagogical nature, intervention in coordinating the institution's pedagogical activity and the capacity to create and intervene in training actions outside the Institution itself, including the dissemination of medical science to the community. Particularly relevant will be pedagogical activity with health area students and teaching in the area of Health Sciences, Health Services and Policies, with particular emphasis on the disciplinary area of Digital Health. This parameter will be measured by:

4.2.2.1 - Implementation of pedagogical projects (10%):

Participation in the creation of new curricular units; creation and participation in the creation of new courses or study programs; reformulation of existing curricular units; reformulation of existing courses or study programs.

4.2.2.2 - Pedagogical activity (15%):

Quality of teaching performance, measured through pedagogical survey results; pedagogical coordination, namely, coordinator of curricular units and participation in pedagogical management bodies; pedagogical production, namely, pedagogical material produced, publications or conferences of pedagogical nature; create and intervene in community training actions, including the dissemination of medical science to the community (dissemination of knowledge in the community).

4.2.3 - Criteria for Other Activities (VOA) (5%):

Measured by the following parameters: other activities with curricular relevance, namely, relevant clinical activity and/or participation in consultative or management bodies of the faculty or university or in bodies of other institutions or other extension activities, resulting in benefit to the faculty (provision of services with institutional relevance).

4.2.4 - Criteria for evaluating the Scientific-Pedagogical and Extension Program aspect (VPCPE) (20%)

Scientific-pedagogical and extension program (PCPE) that the candidate proposes to develop for the next five years in the disciplinary area of Digital Health, with emphasis on pharmacovigilance and pharmacoepidemiology, particularly in conducting post-authorization safety studies (PASS), active drug surveillance and risk minimization measures, cohort studies, information systems in pharmacovigilance, electronic health records in the context of Digital Health, evidence synthesis, including systematic reviews and meta-analyses, health technology assessment, big data analytics and real-world data evidence generation, and which will be assessed in light of the scientific, pedagogical and extension activity aspects, measured by the following parameters: degree of adequacy of document structure, clarity and rigor of language according to proposed objectives; degree of justification of proposed activities through, namely, technical, scientific and/or university policy references relevant to the proposals in question; degree of originality and innovation of scientific and pedagogical proposals presented; contribution to the Institution's mission. The project should not exceed 4000 words, with its format and organization at the candidate's discretion.


5 - Jury Operation Mode

5.1 - Candidate Scoring

Each jury member performs their evaluative exercise, scoring each candidate in relation to each aspect and program, on a scale from 0 to 100 points, with rounding to tenths, taking into consideration the evaluation criteria approved and publicized in this public notice.

5.2 - Final Result

The Final Result (RF) of each candidate's evaluation by each jury member is calculated through the sum of classifications in each aspect, considering the respective weighting.

Following their evaluative exercise, each jury member constructs their ordered evaluation list of candidates, with which they participate in the votes that lead to the decision and final ordering of candidates under the terms of point 4, with no possibility of ties between candidates in the final classification.

5.3 - Jury Deliberations

5.3.1 - Any deliberation will result from article 17, No. 12, of the Regulation, applicable by force of article 83-A of the ECDU which determined its approval with a view to executing the norms of that legal diploma, covering the procedural processing of competitions, namely the evaluation system and final classification.

Consequently, under the terms of article 17, No. 12 of the aforementioned Regulation, the jury will deliberate through nominal voting based on the selection criteria adopted and disclosed for the approval and ordering of candidates, with absolute majority being required for any deliberation, with abstentions not being permitted.

5.3.2 - Ranking methodology

In the various votes, each jury member must respect their ordering list, observing the following in the votes:

a) The first vote is intended to determine the candidate placed in 1st place, counting the number of votes each candidate obtained for that place;

b) If a candidate obtains absolute majority of votes for 1st place, they are placed in the respective position and removed from scrutiny, beginning the procedure to choose the candidate who will occupy 2nd place;

c) If no candidate obtains absolute majority of votes for 1st place, a new scrutiny begins, only among candidates who obtained votes for 1st place, after removing the least voted candidate for that place in the previous vote;

d) If there is a tie between two or more candidates in the position of least voted, a tie-breaking vote is conducted only among these, counting the number of relative first positions of each, with the least voted being removed;

e) If the tie persists between two or more candidates in the position of least voted, but the number of candidates tied in the position of least voted has been reduced relative to the previous voting round, a new tie-breaking vote is conducted only among candidates tied in the position of least voted, counting the number of relative first positions of each, with the least voted being removed;

f) If the tie persists between two or more candidates in the position of least voted, without the number of candidates tied in the position of least voted having been reduced relative to the previous voting round, the tie-break is made through the President's casting vote or by exercising a tie-breaking vote, as appropriate, with the candidate voted by the President being chosen to integrate the subsequent vote for the same place;

g) When there is a tie when only two or more candidates remain for 1st place, the tie-break is made through the President's casting vote or by exercising the tie-breaking vote, as appropriate;

h) Once the candidate for 1st place is chosen, they leave the votes and the procedure for choosing the candidate to place in 2nd place begins, repeating the process referred to in the previous paragraphs for subsequent places until a single ordered list of all candidates is obtained.

6 - Application Submission

6.1 - Application Delivery

Applications must be submitted exclusively on the FMUP website, at the following address https://sigarra.up.pt/fmup/pt/CNT_CAND_GERAL.CONCURSOS_LIST until the deadline expires.

6.2 - Application Instructions

Applications must be mandatorily accompanied by the following documents:

a) Application form (personal data and declarations), fully completed, dated and signed, according to the mandatory use form, available at https://sigarra.up.pt/up/pt/conteudos_geral.ver?pct_pag_id=1004282&pct_parametros=p_pagina=1004282&pct_grupo=3123&pct_grupo=2013&pct_grupo=2015&pct_grupo=2461#2461;

b) Bachelor's or Integrated Master's certificate (proof of point 3.4.2 of the Public Notice) and Doctorate certificate (proof of fulfillment of the condition set in paragraph i) of point 2 and point 3.4.1 of this public notice), except for cases corresponding to obtaining the respective degree(s) at the University of Porto. The competition applicant who is selected for the position to be filled and holds a Doctoral degree obtained abroad, must present recognition or registration (as applicable) of their degree until the moment of contract signing, under the terms of Decree-Law No. 66/2018, of August 16, under penalty of exclusion.

c) Curriculum Vitae, in Portuguese or English, containing all pertinent information for evaluating the application, as well as for demonstrating compliance with the criteria set in point 3 of this public notice, as well as for evaluating the application considering the evaluation criteria contained in point 4.2 and including a list with all scientific publications submitted within the scope of the application, specifying, for each of them, as well as in aggregate for the set: 1) whether it appears in the Web of Science Core Collection (WoS CC) database and/or Scopus database; 2) if affirmative, whether it is in the first two quartiles of Journal Citation Reports and SCImago Journal Rank; 3) whether they are first, second, penultimate or last author; 4) the number of citations in Web of Science and Scopus databases; 5) the number of citations in Web of Science and Scopus databases, of works of which they are first, second, penultimate or last author;

d) One copy of each of the works mentioned in the curriculum presented, which allow verifying and evaluating the criteria contained in points 3.4 and 4.2 of this public notice. Additionally, candidates may highlight in the curriculum presented, up to ten of these works/activities, which they consider most representative of the activity developed by them, namely in the disciplinary area in which the competition is opened;

e) File with the scientific-pedagogical and extension program.

6.3 Each of the documents indicated in paragraph d) of point 6.2 of the competition public notice must be submitted in an individual file and in full version in the Sigarra system. Documents can be integrated into folders with compressed format (zip, rar, 7z), however, it is necessary to consider the system limit for upload, which is set at a maximum of 720MB per file or compressed folder. Each application can submit several files or compressed folders, each with the limit of 720 MB, with the total number of files/compressed folders submitted not being limited.

6.4 For the purposes of evaluating applications, any documents whose access is provided through links will not be considered, except those that refer to publications with DOI.

6.5 The documents mentioned in point 6.2 should be submitted, preferably, in non-editable format.

6.6 Failure to comply with the provisions of 6.1 results in exclusion of the application.

6.7 Failure to present or presentation outside the deadline of the documents referred to in paragraphs a) to e) of No. 6.2 results in non-admission of the application.

7 - Notifications and Hearing of Interested Parties

7.1 The Human Resources Service of the Center for Resources and Common Services of the University of Porto will notify candidates of the order for administrative admission or non-admission to the competition, which will be based on compliance or non-compliance with the requirements demanded in current legislation, the conditions established in No. 2 and in numbers 6.1 and 6.2 of this public notice.

7.2 There is a prior hearing, under the terms of articles 121 and 122 of the Code of Administrative Procedure, for candidates who have not been administratively admitted, candidates not approved on absolute merit and candidates ordered in a place on the candidate ordering list not capable of being filled in the position at competition.

All candidates are notified of the homologation of the jury's final deliberation.

7.3 Notifications are made by electronic mail, under the terms of articles 112, No. 1, paragraph c) and 113, No. 5, of the CPA.

The deadline for candidates to pronounce themselves, in writing, is ten working days.

Doctor Ricardo João Cruz Correia, Associate Professor, Faculty of Medicine of the University of Porto;

Doctor Rute Alexandra Borges de Almeida, Specialist of recognized merit, under the provisions of sub-paragraph iii), paragraph a) of No. 1 of article 46 of the EDCU.

9 - Other Provisions

Joint Order 373/2000, of 31 March, of the Minister for State Reform and Public Administration and the Minister for Equality, determines the obligation in entry and access competitions to make the following mention:

"In compliance with paragraph h) of Article 9 of the Constitution, the Public Administration, as an employer, actively promotes a policy of equal opportunities between men and women in access to employment and professional progression, scrupulously providing to avoid any form of discrimination". In this sense, the terms "candidate(s)", "professor(s)" and other similar terms are not used in this public notice to refer to the gender of persons.
