A tender is open for the attribution of 1 (One) Postdoctoral Research Fellowship within the scope of the R&D project ““CAPP-ODS “CAPACITAR A ADMINISTRAÇÃO PÚBLICA PORTUGUESA COM IMPACTO EFETIVO NOS OBJETIVOS DE DESENVOLVIMENTO SUSTENTÁVEL /CENSE”,” with “contract n.º 8038 PLANAPP” reference, funded by PLANAPP- Centro de Planeamento e de Avaliação de Políticas Públicas, under the following conditions:

1. Scientific Area:
Environmental Sciences; Engineering; Social Sciences; Management

2. Recipients profile/category:

Mandatory requirements:

Candidates must:

• Hold a doctoral degree obtained within the three years prior to the submission date of the application;

• Not exceed, with the execution of the present contract, an accumulated period of three years, consecutive or non-consecutive, as a postdoctoral research fellow within the scientific and technological system, and carry out the research work associated with this fellowship;

• Be aware that the fellowship aims to initiate their scientific training through integration into research projects;

• Submit supporting documents verifying this situation no later than the contractualization phase of the fellowship, which may initially be replaced by a declaration of honor (attached);

• Have an excellent command of both written and spoken portuguese and English;

• Possess verified academic training (e.g., specialization courses, postgraduate studies, or other qualifications in the field of sustainability) or, alternatively, a minimum of five years of professional experience in sustainable development;

• Demonstrate strong ability to work in national and international teams, as well as independently and in compliance with deadlines;

• Exhibit strong analytical and writing skills.

Preferred factors:
• Experience or knowledge in communication strategies;
• Experience in organizing participatory initiatives;
• Knowledge of and/or experience with online learning platforms.

3. Work Plan:

The Work Plan includes the following activities, contributing to the execution of the tasks outlined in the CAPP-ODS project proposal:

1. Conduct an international benchmarking analysis on public administration workforce training, complementing the national analysis included in RVN 2023, and identify the main constraints;

2. Participate in the development of the key vector matrix (content and competencies) for training, as well as the pedagogical model for public administration workforce capacity-building, in collaboration with INA and IGAP;

3. Assist in preparing the workshops, including defining the sequence of activities;

4. Contribute to the design of up to three training/capacity-building models (content and pedagogical model) to be implemented in central, regional, and local public administration services;

5. Participate in the structuring and drafting of the project policy brief.

4. Applicable legislation and regulations:
Law No. 40/2004, of August 18, amended and republished by Decree-Law No. 202/2012 of August 27 (Statute of the Scientific Research Fellow) and amended by Decree-Law No. 233/2012 of October 29, by Law No. 12 /2013 of 29 January, by Decree-Law No. 89/2013, of 9 July and Decree-Law No. 123/2019, of 28 August; NOVA.id.FCT Fellowship Regulations”; Regulation of Research Grants of the Foundation for Science and Technology, I.P. in force (https://www.fct.pt/apoios/bolsas/regulamento.phtml.pt);

5. Workplace:

The work will be carried out at the CENSE Unit, Faculty of Sciences, Universidade Nova de Lisboa, under the scientific supervision of Professor Júlia Seixas (NOVA FCT) and Sandra Caeiro (Universidade Aberta), with NOVA.id.FCT – Association for Innovation and Development of FCT acting as the contracting entity.

6. Fellowship duration:

The fellowship will have a duration of three (3) months, with a planned start in December 2025. The fellowship contract may, if applicable, be renewed within the project’s duration.

7. Monthly maintenance allowance amount:

The amount of the fellowship corresponds to € 1.851 having as reference the table of values of the fellowship awarded directly by FCT, I.P. in Portugal, with payment made monthly by bank transfer.

8. Selection criteria:

The selection methods to be used and the respective weighting will be as follows:

a. Curriculum evaluation – 50%
b. Experience in the research field – 20%
c. Motivation letter – 10%
d. Interview – 20%

All applications will be evaluated on a scale from 0 to 20.

Final score = 50%×𝐴+20%×𝐵+10%×𝐶+20%×𝐷

Candidates who do not achieve a minimum score of 15, as determined by the jury according to the selection criteria, will not be hired.

Full Members: Professor Sandra Caeiro and Professor Francisco Ferreira
Alternate Members: Professor Masha Mapar from Universidade Aberta and Professor João Pedro Gouveia from NOVA FCT

10. Form of advertising/notification of results:
The evaluation results proposed by the juri will be notified, up to 90 days after the deadline for the submission of applications, by email, of the results proposed by the jury, with access to the minutes and the final ranking list.
After notification, candidates will have 10 working days to comment on the draft decision (prior hearing of interested parties, under the terms of the Code of Administrative Procedure). The final decision will be taken after the expiry of the prior hearing period, again notified to all candidates by e-mail. Of this final decision the candidates can file a complaint within 15 working days (to the e-mail address used for the notification), or an hierarchical appeal, within 30 working days, addressed to NOVA.ID.FCT's Board through the address coord1@novaidfct.pt.

11. Application deadline and form of application submission:
The call is open from November 7, 2025 to November 20, 2025.

Documentation to be provided at the time of application: Applications must be formally submitted with the following mandatory documents:

1. Academic degree certificate;

2. Curriculum Vitae, including the main research, innovation, and impact activities relevant to the field of work;

3. Motivation letter.

Note 1: For academic degrees awarded by foreign higher education institutions, the presentation of the official recognition of the academic degree and the conversion of the final classification to the Portuguese grading scale is mandatory (process regulated by Decree-Law No. 341/2007 of October 12), or alternatively, the equivalence/recognition of academic degrees (process regulated by Decree-Law No. 283/83 of June 21).

Documentation to be provided upon contracting: Proof of academic degrees or their official recognition/equivalence, when awarded by foreign higher education institutions.
