INTERNATIONAL CALL TO HIRE ONE ASSISTANT RESEARCHER UNDER DECREE-LAW NR 57/2016 DATED AUGUST 29, WITH THE AMENDMENTS INTRODUCED BY LAW NR 57/2017 DATED JULY 19 AND COMPLEMENTARY LEGISLATION
1.
– Following the proposal of the Science Council in the meeting of a 28th of March of 2025, and after the approval by the President of the Instituto Superior de Agronomia (ISA), entitled by the Rector of the Universidade de Lisboa, as stated by Ordinance nr 8114/2024, dated July 12, an international call is opened to fill one Assistant Researcher position to develop research activities in the science field of Analytical Chemistry for a fixed-term contract. The research will be focused on the identification of bioactive compounds obtained from agro-industry by-products, but also on the identification of toxic compounds using High-Performance Liquid Chromatography (HPLC) and Gas-Chromatography (GC and GC-MS), among other methods/equipment recently acquired by LEAF research centre. The successful applicant is expected to supervise MSc and PhD candidates, as well as to apply for national and international calls, and to support research activities ongoing in Research Groups 1 and 3 of LEAF. The research will be developed under a public employment fixed-term contract, in the scope of the projects of the LEAF-Linking Landscape, Environment, Agricultiure and Food Research Centre from the Instituto Superior de Agronomia.
- 2. – Applicable laws:
- 3. Decree-law nº 57/2016 dated august 29, approving the contract regime of PhD holders established to stimulate scientific and technologic employment in all areas of knowledge (RJEC), as worded by Law nº 57/2017 dated July 19, having also in consideration the Regulatory Decree nº 11-A/2017 dated December 29.
4. The general labour law for public employment (LTFP), approved by Law nº 35/2014, June 20, in its current wording and Ordinance 233/2022 Diário da República Series I, nº 175, dated September 9th.
5. – Under the terms of Article 16 of Decree-Law no. 57/2016, of August 29, this recruitment procedure is exempt from the authorization of the Government members responsible for the areas of finance and public administration, specifically the authorization referred to in paragraph 3 of Article 7 of Law no. 35/2014, of June 20; the prior favorable opinion of the Government members responsible for finance and public administration, as referred to in paragraph 5 of Article 30 of the LTFP (General Law on Public Employment); and the Professional Valorization Scheme for Workers with a Public Employment Contract, provided for in Law no. 25/2017, published in the Diário da República, no. 104/2017, Series I, of May 30.
- 4. – In accordance with the article 13 of the RJEC, the evaluation panel for this call has the following composition: President: Isabel Maria Nunes de Sousa, Full Professor (ISA); Anabela Cristina da Silva Naret Moreira Raymundo, Associate Professor with Habilitation (ISA) and David Paulo Fangueiro Associate Professor with Habilitation (ISA); Substitute members: Vitor Manuel Delgado Alves, Associate Professor with Habilitation (ISA) and Rita do Amaral Fragoso, Assistant Professor (ISA).
- 5. – The work place will be located at Instituto Superior de Agronomia, Tapada da Ajuda, 1349-017, Lisboa, Portugal.
- 6. – The gross monthly remuneration to be awarded is that provided for in point a) of paragraph 1 of Article 15 of Decree-Law no. 57/2016, of August 29, as amended by Law no. 57/2017, of July 19. The initial salary level to be applied is level 53 of the Single Remuneration Table, approved by Ordinance no. 1553-C/2008, of December 31, corresponding to 3 501,28€.
- 7. – The contract is the fixed-term employment contract in public functions certain resolution, for a period of three years, in accordance with the provisions of the Decree-Law No. 57/2016 of August 29, as amended by Law No. 57/2017, July, 19.
- 8. – Job description: the work to be developed includes the following tasks:
- 9. Research in bioactive compounds obtained from agro-industry by-products, but also on the identification of toxic compounds using High-Performance Liquid Chromatography (HPLC) and Gas-Chromatography (GC and GC-MS);
- 10. Valorization of equipment recently acquired by LEAF research centre, e.g., ultrasound extractor, microwave extractor, Pulse Electric Fields, among others;
- 11. Supervision of MSc and PhD candidates;
- 12. Application for national and international calls;
13. Support research activities ongoing in Research Groups 1 and 3 of LEAF that related Analytical Chemistry with Food Engineering and Environmental Engineering.
- 14. - Eligible applicants are national, foreign and stateless candidates holding a doctoral degree, and having expertise in research domains encompassing Analytical Chemistry, as well as those to whom, under the Decree-Law nr 66/2018 dated August 16, changed by Decree-Law nr 86/2023 of October 10, have been granted the whole rights of the title of Doctor, or to whom has been granted equivalence, or the recognition, of a doctoral degree, and are also holders of a scientific and professional curriculum revealing suited profile for the activities to be developed. The equivalence, degree recognition or registry of the doctoral degree must be obtained till the deadline for applications.
- 10. – The general admission requirements are defined by the article 17 of the LTFP and the special requirements by the previous item.
- 11. – Formalization of applications:
1. – Applications are formalized by means of an application form, available at https://www.isa.ulisboa.pt/files/daf/nrh/pub/docs/investigadores/FORM_INV_CARREIRA.docxaddressed to the President of ISA, stating the ref. of this notice, full name, identity card number and expiring date, or civil identification number, fiscal identification number, date and place of birth, profession, residence and contact address, e-mail address and phone number.
- 2. – The candidate must give the consent for all communications and notifications regarding this call to be made by e-mail, to the address mentioned on the application form.
- 1. – The application must be accompanied by documentation supporting the conditions stipulated on items 9 and 10, in particular:
- 2. Copy of the doctoral degree certificate or diploma;
- 3. Copy of the PhD thesis, or equivalent document for which the degree was awarded;
- 4. Detailed C.V., structured as specified in items 16 and 18 below, including copies of the publications the candidate finds more relevant regarding each topic of items 16 and 18;
- 5. Other documents that the candidate may find relevant for the analysis of the academic degree granted in a related scientific area (when applicable);
6. Other documents the candidate may find relevant for the analysis of the application.
- 1. – Candidates must send the documents referred to in 11.1 and 11.3, in PDF format, to the email address nrh.concursos@isa.ulisboa.pt, with the email sent by the last day of the application period, which is 10 working days after the publication of this Notice in the Diário da República, the Public Employment Portal, and the websites of the contracting institution and the FCT, I.P., in both Portuguese and English. If a candidate is unable or technically restricted from submitting any of the documents by email, they may submit them in physical format, provided it is done by the same deadline, either by registered mail with return receipt to the postal address of the Instituto Superior de Agronomia, Tapada da Ajuda, 1349-017 Lisbon, or in person at the same address, between 10:00–12:30 and 14:00–16:30. If the candidate’s justification for submitting documents only in physical format is not accepted by the Chair of the Jury, the candidate will be granted a 5 working day period to also provide the documents in digital format.
- 2. The application form and the documents may be presented in Portuguese or English, notwithstanding the President of the Evaluation panel’s right, if one of its members is not acquainted with the Portuguese language, to demand, on a reasonable timeline, that the candidate provides English translations of any documents previously provided in Portuguese.
- 12. – By decision of the President of ISA, all candidates who do not comply with items 9 and 11 will not be admitted to the call. All candidates who have not presented the complete application form or all the documents mentioned on subparagraphs i) to iii) of item 11.3, or that provide illegible, incorrectly filled or otherwise considered invalid documents, will be immediately excluded. The President of ISA may also demand any candidate to present documentary evidence regarding the declarations made, in case of doubt and for the purpose of admission to the call.
- 13. – False declarations given by candidates will be punished according to the terms of the current legislation.
- 14. - Approval on absolute merit:
- 1. – The Evaluation panel will deliberate on its approval or rejection on absolute merit voting by justified roll-call, where abstentions are not allowed.
- 2. –The candidates that obtain a favorable vote from more than half of the members of the Evaluation panel will be considered approved on absolute merit.
- 3. –The candidates with a scientific and curricular background considered relevant to the scientific area(s) of the call, and taking into account their suitability for the additional criteria mentioned on item 18, will be approved on absolute merit.
15. – According to article 5 of the RJEC, the selection will result from the evaluation of the scientific and curricular path of the candidates.
- 16. – The evaluation of the scientific and curricular path will focus on relevance, quality and timeliness of:
a) Extension and knowledge dissemination activities carried out in the last five years, namely in the context of promoting culture and scientific practices, considered to be of the greatest relevance by the candidate;
b) The scientific, technological, cultural or artistic track record of the last five years considered to be of the greatest relevance by the candidate.
- 17. - The five-year period mentioned in the previous item may be increased by the evaluation panel, upon the candidate’s request, if justified due to suspension of the scientific activity for socially protected reasons, namely by parental leave, serious or protracted illness and other legally protected reasons for unavailability, when duly substantiated and documented.
- 18. – The evaluation criteria gives particular emphasis to the curriculum vitae and the most relevant contributions from the last five years, as selected by the candidate:
18.1 Extension and knowledge dissemination activities, (A1), namely in the context of promoting culture and scientific practices, considered to be of greater relevance by the candidate, and relevant to the project to be developed, to which a weighting factor of 40% is given, considering
i) Scientific and technological dissemination publications: articles published in national journals and conferences and other scientific and technological publications, considering their professional and social impact - 5%;
ii) National and international scientific publications, considering peer-reviewed articles and their respective quality indices - 20%;
iii) Services to the scientific community and society: participation and coordination of scientific and technological dissemination initiatives, considering the results achieved by these, when carried out together - 5%:
- the scientific community, namely by organizing conferences;
- the media;
- companies and the public sector.
iv) Dissemination articles to the public - 5%;
v) Applications for national and international research projects - 5%.
18.2 Scientific and technological competences, (A2), to which a weighting factor of 60% is giving, including:
i) Experience in the identification of bioactive compounds by high performance liquid chromatography (HPLC) and gas chromatography (GC and GC-MS) techniques - 35%;
ii) Knowledge of emerging technologies for extracting bioactive compounds - 5%;
iii) At least 10 years' experience in research projects in the field of Analytical Chemistry and/or Food or Environmental Engineering, with participation in the different phases of the design and implementation of national and/or international research projects - 10%;
iv) Proficiency in Portuguese and English - 10%.
19 – The Evaluation panel may select up to 3 candidates approved on absolute merit, whom will be asked to make a presentation, in English (mandatory) with the sole purpose of clarifying aspects relating the results of their investigation and where the Jurors shall stimulate an open debate on its content and innovative character (B).
20 – If deemed necessary, the Evaluation panel, may request the candidate to provide additional documentation confirming the veracity his/her statements, whenever relevant for the analysis, evaluation and grading of the application, and that certify the contents of the above mentioned documentation.
- – Scoring of the candidates:
21.1 – Each member of the Evaluation panel will assign to each candidates a score on every evaluation criterion, on a scale of 0 to 100, ranking all candidates by their final classification, based on the sum of all partial scores attributed to each criterion, taking into consideration the weight assigned to each parameter, attributed according to the following formula: A = 0,40 (A1) + 0,60 (A2). The result of the presentation session and of the final scoring will be calculated as: C = 0,90 A + 0,10 B. The final score assigned to each candidate is the arithmetic mean of the classifications given by the members of the Evaluation panel. If ties occur, the President of the Evaluation panel will have the decisive vote.
21.2 – Candidates will be sorted through the successive voting method mentioned in number 3 and following, of the article 20 of the General Regulation of Calls from ULisboa, published by Ordinance nº 2307/2015, dated March 5.
21.3 – The Evaluation panel will decide by absolute majority, and abstentions will not be allowed.
21.4 – The final classification of each candidate will correspond to his/her ranking position, as resulting from the application of the method mentioned on item 21.1.
21.5 – Candidates scoring less than 50% will not be approved.
22. – Every Evaluation panel meeting will be compiled in a minute report, with a summary of all that took place during the meeting, as well as the votes cast by each of the members including information to substantiate them, which will be provided to any candidate, upon request.
- 23. – The Evaluation panel’s final deliberation will be approved by the President of ISA and the contract handling will be under the President of ISA responsibility, entitled by the Rector of the Universidade de Lisboa, as stated by Ordinance nr 8144/2024, dated July 22.
- 24. – The list of admitted and excluded candidates, as well as the final ranking, will be posted at the ISA facilities, sited at Tapada da Ajuda, 1349-017 Lisboa, online at the ISA website, being all candidates notified via e-mail with delivery receipt, without prejudice to articles 110 to 114 of the Administration Procedure Code.
- 25. – Previous hearing and final decision deadline: after being notified, the candidates have 10 working days to submit a formal rebuttal. The evaluation panel’s final decisions will be rendered within 90 days counted from the deadline for the submission of applications.
- 26. – This call addresses solely the specific vacancy filling, may cease until the candidates final list approval, and expires with the job vacancy occupation.
- 27. – In accordance with point (h) of Article 9 of the Constitution of the Portuguese Republic and Joint Order no. 373/2000, of March 1, “Public Administration, as an employer, actively promotes a policy of equal opportunities for men and women in access to employment and professional advancement, scrupulously ensuring the avoidance of any and all forms of discrimination.”. - 28. – In accordance with the Decree-Law nr 29/2001, dated February 3, candidates with disabilities will have preferential rights when with the same score as other candidates, prevailing against any other legal preference. The candidates must state on the application form, on their honour, the level of incapacity, type of disability and the means of communication/expression to be used during the selection process, under the terms of the mentioned Decree-Law.
- 29. The personal data collected is necessary solely and exclusively for submitting an application to this tender procedure. The processing of this data will comply with the legislation in force on the protection of personal data (Law no. 58/2019 of 08 August and the General Data Protection Regulation).
