Public Notice No. 2010/2025
Professor José Manuel Pereira Dias de Castro Lopes, Full Professor at the Faculty of Medicine of the University of Porto, Vice-Rector of the same University:
Following my Order issued on 9th December 2025, by delegated power under Ordinance no. 9493/2022 published In the Official Gazette (Diário da República), 2nd series, no. 148 of 02 August, this call for applications is published for one position of Assistant Professor to the disciplinary area of Civil Engineering at the Faculty of Engineering of the University of Porto. The application procedure will remain in force for a period of thirty working days as from the working day immediately following the publication of this Notice in the Official Gazette.
1. Applicable legal provisions:
Articles 37 to 51, 61 and 62-A of the Statute of the University Teaching Career (ECDU – Estatuto da Carreira Docente Universitária), republished by Decree-Law No. 205/2009, of 31 August, and amended by Law No. 8/2010, of 13 May, and the Regulations for the Recruitment of Full, Associate and Assistant Professors of the University of Porto (hereinafter referred to as Regulation), approved by Order No. 12913/2010, published in the Official Gazette, 2nd series, no. 154, of 10 August and amended by Resolution (extract) no. 380/2019, published in the Official Gazette, 2nd series, no. 64, of 1 April.
2. Eligible candidates:
2.1. Under the terms of Article 41-A of the ECDU, only those who hold a PhD degree may be admitted to this competition.
Holders of academic degrees awarded by foreign higher education institutions must have their doctoral degree recognised by a Portuguese higher education institution under Decree-Law No. 66/2018 of 16 August, in its current wording, by the deadline for signing the contract.
2.2. Mastery of the spoken and written Portuguese language. Candidates of foreign nationality, except those from Portuguese-speaking countries, must have domain of the spoken and written Portuguese language, at the common reference level B1, or higher. This requirement is officially recognized through a certificate or diploma of communicative competence in Portuguese from the Common European Framework of Reference for Languages, of the Council of Europe.
3. Approval on absolute merit:
3.1. If there are no grounds for rejection of the applications, the Jury will decide on their approval or non-approval on absolute merit, by justified roll-call vote, with no abstentions allowed.
3.2. The candidate who is approved by an absolute majority of the voting members of the jury is considered approved on absolute merit.
3.3. The approval of candidates on absolute merit depends on the possession of an overall curriculum which the jury considers to demonstrate scientific and pedagogical merit, research capacity, and activity compatible with the subject area for which the competition was opened and appropriate to the respective teaching category, as documented in the respective information submitted for the application.
3.4. For the purposes of the assessment referred to in the previous point, candidates' approval on absolute merit will depend on the cumulative fulfilment of the following requirements:
a) The candidate hold a doctoral degree in the subject area of the competition, namely Civil Engineering;
b) The candidate holds a Bachelor or a Master Degree in Civil Engineering;
c) The candidate has a curriculum whose merit the Jury considers to be of a scientific and pedagogical standard, research capacity, and activity compatible with the themes of Technology and Management of Construction;
d) The candidate has submitted a high-quality, consistent, updated and viable scientific-pedagogical program - whose previous scientific work by the respective candidate demonstrates the feasibility of implementing it - and can contribute to advances in the state-of-the-art in one or more topics in Technology and Management of Construction.
4. Evaluation and ranking on relative merit:
After the candidate’s approval in absolute merit is completed, the ranking on relative merit will be carried out based on the aspects and criteria for ranking, their respective weighting, and the final evaluation system in accordance with no. 6 of Article 50.º of the ECDU and Article 16.º of the Regulations of the Recruitment of Full Professors, Associate Professors and Assistant Professors of the University of Porto.
4.1. Assessment methodology
Candidates approved on absolute merit are subject to a curricular assessment, which may be complemented by a public presentation hearing, to which candidates approved on absolute merit will undergo, aimed at clarifying aspects related to the curriculum and scientific-pedagogical plan, taking into account the general functions assigned to university teachers by article 4 of the ECDU, focusing on the aspects and respective criteria identified below.
4.2. Assessment aspects
Without prejudice to the minimums identified in the paragraphs of point 3.4 of this notice, the evaluation of candidates focuses on the following aspects and project, and must highlight the curricular aspects in the disciplinary area for which the competition was opened, giving special relevance to the activity carried out by the candidates in the last 10 years, with a particular focus on the sub-area of Construction:
a) Scientific Merit – 40%;
b) Experience and Pedagogical merit – 20%;
c) Extension tasks, and economic and social valorisation of knowledge – 20%;
d) Scientific and Pedagogical Project – 20%.
4.3. Assessment criteria
The criteria to be taken into consideration in the assessment of each of the assessment aspects and project identified in the previous point and the weighting to be given to each of them in the final classification are as follows, without prejudice of the minimum requirements stated in point 3.4, if applicable:
4.3.1. Criteria for evaluating the Scientific Merit (VMC) – 40%
CI1 - Scientific production
Quality and quantity of scientific production in the area of the competition (books, articles in journals, publications in conference proceedings), centred in themes of Technology and Management of Construction, expressed by the number and type of publications and the recognition given to them by the scientific community (reflected in the quality of the publication venues and the references made to them by other authors).
CI2 - Coordination and participation in scientific projects
Quality and quantity of scientific projects, in the area of the competition, centred in themes of Technology and Management of Construction, funded on a competitive basis by public funds, through national or international agencies or by companies, where the candidate has participated, and the results obtained in them, emphasizing project coordination. When assessing the quality, the funding obtained, the degree to which the competition was demanding, the projects' evaluations, and the prototypes and patents generated, mainly if they resulted in products or services, will be considered.
CI3 - Leadership of scientific teams
Capacity to generate, organize, and lead scientific teams, as well as supervise researchers in doctoral and postdoctoral projects. Equivalent capacity that may have occurred in professional work in companies is also relevant.
CI4 —Intervention in the scientific and professional communities
Capacity to intervene in the scientific and professional communities, expressed namely through collaboration in journal editing and through the presentation of invited lectures and participation in academic juries outside the home academic institution, for participation in program or scientific committees of prestigious conferences, as well as for activities with recognized impact, namely through the awarding of prizes or other distinctions, in the area for which the recruitment process is open.
4.3.2. Criteria for assessing Pedagogical Experience and Merit (VMP) – 20%
CE1 — Production of pedagogical materials and participation in projects with impact on the teaching/learning process
Quality and quantity of pedagogical materials produced by the candidate, as well as publications of an educational nature in prestigious journals or at international conferences, as well as the participation in improvement projects of the teaching/learning process, including the reformulation or the development of Curricular Unit programs, in the area for which the recruitment process is open, centred in themes of Technology and Management of Construction.
CE2 — Teaching activity
Experience, scope and quality of the candidate's teaching activity, in the area for which the recruitment process is open, centred in themes of Technology and Management of Construction. Quality assessment should use, whenever possible, objective methods based on broad opinion surveys (pedagogical surveys). The supervision of Master and Bachelor students is included in this criterion.
4.3.3. Criteria for assessing Extension, Economic and Social Valorisation of Knowledge Tasks (VTC) – 20%
CTC1 - Patents, registration and ownership of rights, development of technical standards and legislation
Authorship and co-authorship of patents, registration of intellectual property rights for software, mathematical methods, and rules of mental activity. Participation in drafting legislation and technical standards.
CTC2 — Consulting services
Coordination and participation in consulting activities, involving the business community and the public sector. The evaluation of this criterion should consider into account the economic value of the research outcomes, measured by its contribution to new contracts for technology development and transfer and to the creation of spin-off companies, in the area for which the recruitment process is open.
CTC3 — Dissemination of science and technology
Coordination and participation in initiatives for promoting science and technology among the scientific community (e.g., organization of congresses and conferences) and for various audiences, in the area for which the recruitment process is open. Publications for science and technology dissemination in the area for which the recruitment process is open.
4.3.4. Scientific-Pedagogical Project (CPL) – 20%
Project related to lines of research in the area of Technology and Management of Construction. The candidate must frame the future research he intends to carry out, contextualizing the state of the art and the intended research strategies. The articulation of this plan with teaching in the area for which the competition is open must also be explained, as well as the framing and integration of this plan in the activities of DECG.
5. Working methodology of the jury
5.1. Candidates' scores
Each member of the jury makes a reasoned assessment, scoring each candidate in relation to each aspect, on a scale of 0 to 100 points, rounded to the nearest tenth, taking into account the criteria approved for each aspect, with a level of demand adjusted to the category for which the competition is open.
The investigation of the merit of the various candidates in each of these aspects must consider the area in which the competition is open, highlighting in particular the activity in the fields of Technology and Management of Construction, giving special relevance to the activity carried out by the candidates in the last 10 years.
5.2. Public hearing
The jury has the possibility to hold a public hearing under equal circumstances for all candidates approved on absolute merit with the purpose of personally clarifying the evaluation elements contained in the documentation submitted by them.
Should it be necessary to hold these public hearings, they shall take place between the 30th and the 70th day following the deadline for submission of candidacy, and all candidates shall be informed by email, at least ten working days in advance, of the date and place where these public hearings shall take place.
5.3. Final Result
The Final Score (RF) given to each candidate by each member of the jury is calculated using the following formula:
RF = 0,40xVMC + 0,20xVMP + 0,20xVTC + 0,20xCPL
which reflects the weights associated to each dimension presented in Table 1.

CPL (Scientific-Educational Project).
Following its evaluative exercise, each member of the jury shall build their ordered list of candidates, with which it shall participate in the votes leading to the decision to approve candidates on absolute merit and the final ordering of the candidates in accordance with point 4, without the possibility of a tie between candidates in the final classification.
5.4. Jury deliberations
5.4.1. Any resolution will result from article 17, paragraph 12, of the Regulation, applicable by virtue of article 83-A of the ECDU, which determined the approval of the same with a view to the implementation of the rules of that legal diploma, covering the procedural procedure of the competitions, namely the evaluation and final classification system.
Thus, under the terms of article 17, paragraph 12 of the aforementioned Regulation, the jury will deliberate through a roll-call vote based on the selection criteria adopted and disclosed for the approval and ranking of the candidates, with an absolute majority being required for any deliberation, and abstentions are not allowed.
5.4.2. Ranking methodology:
In the various votes, each member of the jury must respect his or her ranking list, observing the following in the votes:
- the first voting round is intended to determine the candidate placed in 1st place, by counting the number of votes that each candidate obtained for that place;
- if a candidate obtains an absolute majority of the votes for 1st place, he or she is placed in the respective position and removed from the voting rounds and the procedure to choose the candidate for 2nd place begins;
- if no candidate obtains an absolute majority of the votes for the 1st place, a new voting round begins, only among the candidates who obtained votes for the 1st place, upon removing the least voted candidate in the previous vote for that place;
- if there is a tie between two or more candidates in the position of the least voted, a tie-breaking vote is held only between them, counting the number of relative first positions of each one, from which the least voted candidate is removed;
- If a tie still remains between two or more candidates in the position of the least voted, but the number of those candidates has been reduced in relation to the previous voting round, a new tie-breaker vote shall be held only between the candidates tied for the position of the least voted, counting the number of relative first positions of each one, the least voted being removed;
- if the tie still remains between two or more candidates in the position of the least voted, without the number of candidates tied in the position of the least voted having been reduced, in relation to the previous round of voting, the decision will be made by the quality vote of the President or by a casting vote, according to the situation. The candidate voted for by the President will be included in the subsequent voting round for the same place;
- if there is a tie when there are only two or more candidates left for the 1st place, the tie-breaker is made through the casting vote of the President of the jury or by the exercise of the tie-breaking vote, as the case may be;
- Once the candidate for the 1st place is chosen, he leaves the voting process and the selection procedure for the candidate to be placed in 2nd place begins, repeating the process referred to in the previous paragraphs for the subsequent places until a single ordered list of all the candidates is obtained.
6. Submission of applications
6.1. Submission of applications
Candidates must access and register on the electronic platform www.apply.up.pt to submit their application, selecting the procedure to which they wish to apply (procedure code: DOCPUB-FEUP-25-18), until the deadline.
6.2. Instruction of applications
The application must be accompanied by the following documents, under penalty of exclusion:
a) Doctorate certificate, except for cases corresponding to the award of a Doctorate degree from the University of Porto. Candidates who are selected for the position to be filled and hold a doctoral degree obtained abroad must submit recognition or registration (as applicable) of their degree at the time of signing the contract, in accordance with Decree-Law No. 66/2018 of 16 August, under penalty of exclusion;
b) Certificate or diploma of communicative competence in Portuguese from the Common European Framework of Reference for Languages, of the Council of Europe, in the case of candidates of foreign nationality, except those from Portuguese-speaking countries;
c) Curriculum Vitae, containing all information relevant to the evaluation of the application, as well as demonstrating compliance with the criteria set out in paragraph 3 of this notice, organised in accordance with the ranking criteria set out in paragraph 4 of this notice.
d) The Curriculum Vitae must include (as an attachment) a performance report, which should correspond to an analysis made by the candidate of the work and elements of the curriculum vitae that they consider most relevant in terms of scientific performance, teaching ability and other activities relevant to the university's mission, particularly with regard to their contribution to the scientific and technological development and evolution of the area of recruitment in question. This report should contain a maximum of 5 (five) pages.
e) A copy of each of the works and proof of the activities mentioned in the curriculum vitae submitted, which allow for the verification and evaluation of the criteria set out in points 3.4. and 4.2. of this notice.
In addition, candidates may also highlight, in an individual PDF file, up to ten of these works/activities mentioned in the curriculum vitae submitted, which they consider most representative of the activity they have carried out, indicating the reasons for highlighting the selected documents.
f) Scientific and pedagogical program, containing a maximum of 12 (twelve) pages.
6.3. Each of the documents indicated in paragraph e) of point 6.2. of the Notice must be submitted in an individual file and in full version in the electronic platform.
6.4. For the purposes of evaluating the applications, any documents whose access is provided through links will not be considered, with the exception of those that refer to publications with DOI.
6.5. The documents mentioned in point 6.2. must be submitted, preferably, in a non-editable format.
6.6. Failure to comply with the provisions of 6.1. determines the exclusion of the application.
6.7. Failure to submit or late submission of the documents referred to in paragraphs a) to f) of paragraph 6.2 shall result in the non-admission of the application.
7. Notification of the results and requests for a prior hearing
7.1. The Human Resources Service of the Centre for Common Resources and Services of the University of Porto will notify the candidates of the order of administrative admission or non-admission to the competition, which will be based on compliance or non-compliance with the requirements required in the legislation in force and in paragraph 2 of this notice, and the conditions established regarding the application instruction referred to in paragraph 6.2.
7.2. The candidates who have not been admitted administratively, or have not been approved on absolute merit, as well as candidates who appear on the ranked list of candidates in positions that do not allow them to fill the post announced, may request a prior hearing under the terms of Articles 121 and 122 of the Code of Administrative Procedures (CPA). All candidates are notified of the final resolution approved by the Rector.
7.3. Notifications are made by publication on the Apply UP electronic platform, pursuant to Article 112(1)(c) of the CPA, and take effect pursuant to Article 113 of the CPA. The deadline for candidates to make a written statement is ten working days.

9. Other provisions
Joint Order No. 373/2000, of 31 March, of the Minister for the Reform of the State and Public Administration and the Minister for Equality, determines that the following mention must be made in entrance and access competitions:
"In compliance with Article 9 h) of the Constitution, the Public Administration, as an employer, actively promotes a policy of equal opportunities between men and women in access to employment and professional progression, scrupulously ensuring that any form of discrimination is avoided".
In this sense, the terms "candidate(s)", "teacher(s)" and other similar terms are not used in this notice to refer to the gender of the people.
Likewise, no candidate may be privileged, benefited, prejudiced or deprived of any right or exempt from any duty on the grounds of, in particular, ancestry, age, sexual orientation, marital status, family situation, economic situation, education, origin or social condition, genetic heritage, reduced work capacity, disability, chronic illness, nationality, ethnic origin or race, territory of origin, language, religion, political or ideological convictions and union membership.
