PUBLIC NOTICE OF OPENING OF AN INTERNATIONAL RECRUITMENT COMPETITION FOR ONE PHD HOLDER AS ASSISTANT RESEARCHER IN THE SCIENTIFIC FIELD OF EDUCATIONAL SCIENCES FOR THE CENTRE FOR RESEARCH AND INTERVENTION IN EDUCATION OF THE FACULTY OF PSYCHOLOGY AND EDUCATION SCIENCES OF THE UNIVERSITY OF PORTO (PERMANENT EMPLOYMENT CONTRACT)
Preamble
The Dean of the Faculty of Psychology and Education Sciences of the University of Porto (FPCEUP) approved on 23 December 2025, the opening of an international recruitment competition, for a period of fifteen (15) working days, starting on the working day immediately following the publication in Diário da República of Order (extract) no. 15529-DD/2025, of 30 December 2025. This procedure aims to select and hire one PhD holder as Assistant Researcher in the scientific field of Educational Sciences, with a focus on digital education, for the Centre for Research and Intervention in Education (CIIE) of FPCEUP, under a permanent employment contract, in accordance with the Labour Code.
This notice is intended to fill one position of Assistant Researcher to carry out scientific research activities in the above-mentioned area, with a view to developing advanced and international research relevant to the fulfilment of CIIE’s mission and strategic programme.
Applicable law and regulations
The competition and hiring process is governed by the provisions of Regulation No. 487/2020 – Regulation of the Research, Science and Technology Staff of the University of Porto, published in the Diário da República, 2nd series, no. 100, of 22 May 2020, hereinafter referred to as the Regulation, and by other applicable law, namely: the Portuguese Labour Code, approved by Law no. 7/2009, of 12 February, in its current wording; the Code of Administrative Procedure (CPA) - approved by Decree-Law no. 4/2015; as well as other applicable regulations.
I – Description of the position

4. Funding
This call for applications is opened under the FCT-Tenure Programme - 1st Edition, published through the Call for Proposals (AAC) with reference PRR no. 02/C06-i06/2024 (application reference 2023.14305.TENURE.020) and with the funding line provided for in Article 137 of the State Budget Law for 2024, with the aim of promoting the hiring of PhD holders exclusively for permanent positions through integration into the research career.
5. Workplace
The workplace shall be at CIIE facilities at FPCEUP, Rua Alfredo Allen, 4200-135 Porto, Portugal, or in any other places necessary for the performance of the duties for which the successful candidate is hired, and/or indispensable for his/her professional development.
6.Salary
The basic monthly salary is 3,501.28 Euros, corresponding to the 1st remuneratory position, level 11 of the table attached to Regulation no. 487/2020, or the 1st position, index 195 of the table attached to the Statute of the Scientific Research Career – Decree-Law no. 124/99, of 20 April, in the wording in force, on an exclusive basis, plus holiday and Christmas allowances, as well as meal allowance, in the amount and under the conditions the conditions applicable to public sector workers.
7. Contract regime
7.1. The Assistant Researcher will be hired on a permanent employment contract, with a probationary period of five years, pursuant to paragraph 2 of Article 48 of Regulation no. 487/2020.
7.2. The Assistant Researcher will normally perform their duties under an exclusive dedication regime, in accordance with paragraph 1 of Article 39 of Regulation no. 487/2020.
8.Functional content
8.1. According to Article 8(1) of the Regulation, the duties of research staff comprise the following areas:
- Research
- Knowledge transfer and valorisation
- Management and communication of science and technology, and other tasks
- Teaching and training activities
8.2. In accordance with paragraph 1 of Article 13 of the Regulation, the Assistant Researcher shall regularly carry out research and development activities, as well as other scientific and technical activities within the scope of the mission of CIIE/FPCEUP, as listed in subparagraphs a) to g) of the same paragraph, and additionally the following:
- Development of an individual research project within the themes of digital education, with a focus on the context of LabDERE.
- Promotion and consolidation of LabDERE’s activities.
- Coordination and participation in advanced research projects contributing to the internationalisation of CIIE, within the context of the Ibero-American Network for Research in Artificial Intelligence.
- Preparation of applications for external funding to support the development of research projects in the field of digital education.
- Publication of research results through articles in peer-reviewed scientific journals in the field of digital education and presentation of these results at conferences and seminars, contributing to the advancement of knowledge in the area covered by this call.
- Collaboration in teaching and in the institution’s training programmes.
- Supervision of undergraduate, master’s and doctoral students, as well as post-doctoral researchers.
- Collaboration in the organisation of training and outreach activities, as well as participation in other activities in the day-to-day life of CIIE.
II – Selection process
9. Admission requirements
9.1. General admission requirements
The competition is open to national, foreign and stateless candidates who hold a doctoral degree[1] in Educational Sciences/Education or related fields, and who have a scientific and professional curriculum demonstrating a profile appropriate to the activities to be carried out, in accordance with point 8 of this Notice, with a focus on the fields of digital education, multimedia education and/or educational technologies.
9.2. Specific admission requirements:
For the purpose of determining the profile appropriate to the activities to be carried out, the following specific requirements must be documented:
Solid research experience, particularly in digital education, multimedia education and/or educational technologies; the research tasks in which the candidate has been involved must be specified.
- Solid research experience, namely in digital education, multimedia education and/or educational technologies, with a description of the research tasks in which the candidate has been involved.
- Authorship (as first author) of article(s) in scientific journals indexed in Scopus/SCImago Journal Rank and/or Journal Citation Reports (JCR) in the field of Educational Sciences, particularly in the specific domain of digital education.
- Proven experience in research and/or educational intervention in areas such as: exploration of digital methodologies; digital citizenship and participation; training of teachers and education professionals in these fields; digital technologies in teaching and learning processes, including knowledge of online teaching methodologies and new pedagogical approaches incorporating technology; development of digital formats for science communication and dissemination; and Artificial Intelligence or gamification.
- Interest, explicitly stated in the motivation letter, in developing educational research and intervention projects at the intersection of the areas of school education, social intervention or the arts, through work within the context of LabDERE (CIIE’s Laboratory for Digital Experimentation and Research in Education).
- Solid understanding of ethical issues related to digital education, ensuring its responsible, inclusive and equitable use, to be explained in the motivation letter.
- Proficient command of Portuguese and English (to be demonstrated by certificates and/or scientific works authored by the candidate).
9.3. Failure to meet the requirements set out in points 9.1. and 9.2. of this Notice will result in the exclusion of the application.
10. Preferential requirements
For the purposes of evaluating the candidates applying to this call, the preferential requirements, which must be documented in order to be considered in the assessment, are as follows:
- Proven experience in the coordination of and participation in funded research and educational intervention projects, supported by competitive funding.
- Experience of collaboration and partnership with educational institutions, companies or civil society organisations involved in the development of education projects, including innovative digital education approaches, with a focus on issues of inclusion and equity.
- Strong research skills using a range of methodologies.
11. Selection methods and assessment
In accordance with Article 26 of Regulation no. 487/2020, the following selection methods will be applied:
a) Evaluation of the scientific and curricular path (APCC) (90%); and
b) Interview (ENT), to be conducted with the highest-ranked candidates in the APCC, up to a maximum of three (10%).
12. Evaluation of the scientific and curricular path(APCC)
12.1. The evaluation of the scientific and curricular path (APCC) will take into account the profile appropriate to the requirements of the duties corresponding to the category to which this competition relates, focusing on the relevance, quality and topicality of the following aspects:
- Scientific, technological, cultural or artistic output considered most relevant by the candidate.
- Applied or practice-based research activities considered to have the greatest impact by the candidate.
- Outreach and knowledge dissemination activities, namely in the context of promoting scientific culture and practices, considered most relevant by the candidate, as well as activities related to the management of science, technology and innovation programmes, or experience in observing and monitoring the scientific and technological system.
12.2. In the assessment of the components referred to in the previous point, the activity carried out over the last five (5) years, counted up to the closing date of the application period, shall be taken into account, with particular emphasis on the field of digital education.
12.3.The five-year period referred to in point 12.2 may be extended by the Jury when based on suspension of scientific activity for socially protected reasons, namely due to parental leave, prolonged serious illness, or other legally protected situations of unavailability for work, provided that the request is duly justified and documented by the candidates.
12.4.In the application of the components referred to in point 12.1, the following parameters shall be assessed, to which the indicated weighting factors are assigned:
A. Scientific path (PC) (90%):
A.1. Assessment of scientific production, with special emphasis on the last 5 years, taking into account the number and quality of scientific publications, as well as their relevance in the field of Educational Sciences and digital education, with particular attention given to the three publications selected by the candidate (45%).
A.2. Assessment of coordination and participation in research projects, with particular emphasis on the last five (5) years, considering coordination roles and involvement in national and international research project teams, the existence of competitive funding, as well as the type of participation, duration and nature of the activities carried out and the thematic areas of the projects in which the candidate participated (30%).
A.3. Assessment of the motivation and potential contribution of the proposed plan to the objectives and development of CIIE (in accordance with subparagraph h) of point 18.3), in particular: the motivations underlying the application; the suitability of the candidate’s scientific curriculum to the strategic programme of CIIE; interest in the project themes; and the main contributions made in recent years to the development of the themes of this position and to the field of Educational Sciences; as well as the originality, relevance and potential impact of the research plan submitted for the development and internationalisation of CIIE (25)%.
B. Outreach, knowledge transfer and science programme management activities (ETC) (10%):
B.1. Assessment of outreach and knowledge dissemination activities, with particular emphasis on the last five (5) years, namely: organisation of national and international scientific events; participation in scientific events (as speaker, invited speaker, organiser of symposia within such events); provision of services and consultancy within the scope of the institutional mission; participation in international networks; editorial activities in scientific journals; awards and distinctions; supervision and mentoring of students and research fellows; and other relevant experience (100%).
12.5. The final APCC score is obtained by applying the following formula: APCC = (PC x 0.90) + (ETC x 0.10).
13. Evaluation of the interview (ENT)
13.1. An interview (ENT) will be conducted with the candidates ranked highest in the evaluation of the scientific and curricular record, up to a maximum of three.
13.2. The interview will have a maximum duration of one hour. Part of the interview will be conducted in English.
13.3. The interview will account for 10% of the final score.
13.4. The interview assessment criteria are as follows, with the corresponding weighting factors:
ENT1. Communication skills and verbal fluency in Portuguese and English (40%).
ENT2. Assessment of aspects related to the candidates’ research activity and specific knowledge in the field (60%).
13.5. The score of the interview is obtained using the following formula: ENT = (ENT1 x 0.40) + (ENT2 x 0.60)
13.6. Failure of candidates to attend the interview stage shall be considered as withdrawal from the selection procedure, and such candidates will be excluded from the procedure.
14. Final score (CF)
The final score (CF) of APCC and ENT will be obtained by applying the formula CF = (APCC x 0.9) + (ENT x 0.1).
15. Valuation of the recruitment methods
Each member of the Panel evaluates the scientific and curricular path of the candidates and the Interview on a scale of 0 to 100 points, with scores rounded to two decimal places. The final score shall result from the weighting defined in the assessment criteria.
16. Assessment methodology
16.1. After the admission of the applicants, and before starting the voting for their final ranking in the evaluation of their scientific and curricular path, each member of the selection panel presents a written document, to be attached to the meeting minutes, with the list of the applicants in descending order of merit, duly substantiated, considering the criteria and parameters of this tender notice.
16.2. The panel deliberates by means of a reasoned roll-call vote in accordance with the selection criteria adopted and publicised, and abstentions are not allowed.
16.3. The ranking methodology is as indicated in Article 29 of the Regulation.
16.4. Each member of the Panel must respect, in the various rounds of voting, the order they presented in the document referred to in paragraph 16.1.
16.5.Minutes shall be drawn up for the panel meetings, containing a summary of the proceedings, as well as the votes cast by each member and the respective reasoning.
16.6. After completion of the application of the selection methods, the panel shall prepare the final ranking list of candidates, with the corresponding classification.
16.7. The panel’s final decision is approved by the Head of the institution responsible for opening the tender procedure.
16.8. The final decision on the contract is the responsibility of the Head of the contracting organisation.
17.Selection panel
In accordance with Article 19(1)(f) and Article 22(1) and (2) of Regulation 487/2020, the selection panel of this competition is composed as follows:

18. Submission of applications
18.1. Applications must be submitted no later than 11:59 p.m. on 21 January 2026 (local time– Lisbon).
18.2. Applicants must access and register on the electronic platform www.apply.up.pt to submit their application, selecting the procedure to which they wish to apply (procedure code: INVCARR-FPCEUP-25-1), before the deadline.
18.3. The application must be accompanied by documents proving the conditions set out in points 9, 10 and 12 of this competition, namely:
- Copy of the doctoral certificate or diploma.
- Copy of the certificate of recognition/registration of the PhD degree, where the degree was obtained from a foreign higher education institution (to be submitted by the time of recruitment).
- Detailed curriculum vitae, containing all information relevant for the assessment of the application and for demonstrating compliance with the requirements and criteria set out in points 9, 10 and 12 of this Notice, organised in accordance with the APCC criteria set out in point 12 and including updated CiênciaVitae and ORCID identifiers; the Scopus and/or Web of Science h-index must also be indicated, as well as the quartile (SCImago Journal Rank or JCR) of the journals in which the candidate has published (and/or the “stratum” in the Qualis journal evaluation).
- Documents proving compliance with the specific admission requirements set out in point 9.2, namely the required language skills where the candidate is not a native speaker of the relevant language(s).
- Works mentioned in the submitted curriculum vitae and/or other documents enabling verification and assessment of the criteria set out in point 12 of this Notice.
- Copy of the three publications considered most relevant by the candidate (journal articles or book chapters).
- Research plan in English on topics relevant to CIIE (maximum 4,000 words), comprising: i) a first section reflecting on the candidate’s career to date and the rationale for applying for this position, justifying the choice of the project themes (motivation); ii) a second section containing the research plan itself, presenting the main issues to be addressed, in alignment with the field of digital education, and a careful selection of the main activities to be developed. This section must include: the title of the plan, abstract, methodology and research plan, timeline, outputs, and potential contribution to the internationalisation of CIIE; it must also clarify which master’s or doctoral studies are anticipated to be developed, making concrete proposals.
- Letters of recommendation (maximum of two).
- Other supporting documents considered relevant for assessing the eligibility of the application and any documents that the candidate deems pertinent for the appraisal of their merit (if applicable).
18.4. For the assessment of applications, documents that can be accessed via links will not be considered and must be submitted on the competition platform.
18.5. The Panel may, whenever it deems necessary, ask applicants to submit additional documents relating to the facts set out in their CVs, setting a deadline for this, as follows:
- The documentation referred to is not intended for the presentation of elements not mentioned in the Curriculum Vitae, nor for the addition of missing documents required by this Notice.
- All applicants shall be informed that documentation has been requested.
18.6. Failure to comply with the application submission deadline, failure to submit or late submission of the documents referred to in points 18.3 a) and c) to g) will result in the application being rejected.
III – Prior hearing
19. Notification of results and prior hearing
19.1. Notifications are made by email, in accordance with Articles 112(1)(c) and 113(5) of the Code of Administrative Procedure.
19.2. Applicants will be notified of the minutes of the application assessment stage(s) by means of a notification sent to the email address used by them to register/authenticate themselves on the Apply UP electronic platform.
19.3. In accordance with the provisions of article 121 et seq. of the Code of Administrative Procedure, after notification, applicants have a legal period of 10 working days to provide information on what is offered before the final decision is made, as provided for in article 121 et seq. of the Code of Administrative Procedure. They are deemed to have been notified under the terms of Article 113 of the aforementioned law.
IV – Final considerations
20. Filling the vacant position
This competition is intended exclusively to fill the position indicated in this Notice. It may be terminated until the final ranking list of applicants has been approved and will expire once the job on offer has been filled. In the event that none of the applicants demonstrates that they have the profile required to fulfil the duties described above within the scope of this procedure, the Panel reserves the right not to award the post.
21. Reserve list
Based on the final ranking list, a reserve list will be compiled, which may be used in the event of withdrawal and/or failure to submit the required documentation by the selected person within the deadline set for this purpose. The Faculty's highest authority reserves the right to call the next candidate(s) and so on until the vacancy is filled, whenever deemed appropriate, by judgment of opportunity and convenience. This reserve list may be used for up to 18 (eighteen) months from the date on which the final ranking list is approved.
22. False statements
False statements provided by applicants are punishable by law.
23. Other provisions
Joint Order no. 373/2000 of 31 March, issued by the Minister for State Reform and Public Administration and the Minister for Equality, stipulates that entry and access competitions must include the following: ‘In compliance with Article 9(h) of the Constitution, the Public Administration, as an employer, actively promotes a policy of equal opportunities for men and women in access to employment and professional progression, taking scrupulous care to avoid any form of discrimination’. In this sense, the terms ‘candidate(s)’, ‘researcher(s)’ and similar terms are not used in this Notice to refer to people's gender.
Similarly, no candidate may be favoured, benefited, disadvantaged or deprived of any right or exempted from any duty on the grounds of ancestry, age, sexual orientation, marital status, family situation, economic situation, education, social origin or condition, genetic heritage, reduced working capacity, disability, chronic illness, nationality, ethnic origin or race, territory of origin, language, religion, political or ideological convictions and trade union membership.
